Context

In Pakistan, RI works with government institutions, communities, local organizations and humanitarian partners to deliver safe, inclusive and accountable programs across protection, mental health and psychosocial support (MHPSS), education, health, livelihoods and WASH, including programming in Khyber Pakhtunkhwa and Balochistan.

Job Profile

Under the supervision of the Provincial MEAL Officer, the District MEAL Assistant supports Monitoring, Evaluation, Accountability and Learning (MEAL) and Management Information Systems (MIS) in the assigned district. The Assistant conducts routine field monitoring, collects and checks data, maintains approved databases, supports community feedback mechanisms and submits timely monitoring reports and datasets to the Provincial Officer.

Key responsibilities

Context background
The Assistant supports monitoring of the mental health and psychosocial support (MHPSS) package using approved tools and procedures. The role works closely with district programme and service teams while maintaining independent verification of results. Clinical assessment, counselling and care decisions remain with qualified service providers.

Relationship Management

Key deliverables
Monitoring and Project Implementation
  • Monitor project activities in the assigned district against approved outputs, outcomes and indicators, following the Provincial Officer’s monitoring plan.
  • Conduct regular field monitoring visits to verify the quality, timeliness, and effectiveness of project activities.
  • Submit field monitoring reports and verified data to the Provincial MEAL Officer in line with agreed deadlines for monthly, quarterly, semi-annual and annual reporting.
  • Provide technical support to the Provincial MEAL Officer in monitoring project implementation and ensuring timely submission of quality data.
  • Record implementation gaps, operational bottlenecks and data quality issues, escalate them to the Provincial Officer, and follow up on assigned corrective actions.
Data Management and MIS
  • Maintain the district database using approved MIS tools, indicator definitions and templates; refer proposed system changes to the Provincial MEAL Officer.
  • Update project databases regularly, check records against authorized source documents, resolve missing or inconsistent entries with relevant staff, and keep a record of corrections.
  • Use approved systems for data collection, entry, verification and reporting; do not independently change indicator definitions, database structures or access permissions.
  • Submit checked datasets to the Provincial MEAL Officer for quality assurance, flagging unresolved discrepancies and missing records.
  • Prepare district MIS summaries and reporting inputs using aggregated, de-identified data for review by the Provincial Officer.
  • Conduct routine data quality checks and verification exercises to ensure compliance with organizational and donor reporting standards.
  • Use coded participant identifiers and approved counting rules to distinguish unique people, households, sessions and repeat contacts. Flag duplicate records and separate routine and emergency assistance for provincial reconciliation.
Data Collection, Analysis and Reporting
  • Coordinate with project and field staff to ensure timely, accurate, and reliable data collection and reporting.
  • Support approved surveys, assessments, KAP studies and outcome monitoring under the Provincial Officer’s guidance. Collect non-clinical monitoring data only after relevant training and consent; refer distress or protection concerns through agreed pathways.
  • Support matching of approved baseline and endline records and update coded referral-status information supplied by authorized service staff. Do not diagnose, counsel, decide clinical closure or administer tools requiring clinical qualifications.
  • Collect only information required by approved tools, using informed consent and age-appropriate assent and caregiver consent where required. Apply authorized access, secure transfer, backup and retention procedures; keep clinical notes and sensitive safeguarding case details outside routine MEAL records.

Capacity Building and Technical Support

  • Support the Provincial Officer in orienting and coaching district staff and data collectors on approved MEAL tools, MIS procedures and data quality requirements.
  • Provide ongoing technical support to field teams to strengthen compliance with organizational MEAL procedures.
Accountability and Community Engagement
  • Verify that participant identification and selection follow approved vulnerability, inclusion and eligibility criteria, and report discrepancies; programme staff retain selection decisions.
  • Support accessible Feedback and Complaints Response Mechanism (FCRM) channels; record routine feedback, maintain response and closure status, and follow up under the Provincial Officer’s guidance.
  • Explain feedback and safeguarding channels to communities. Refer sensitive allegations promptly and confidentially to designated safeguarding channels; do not investigate or record sensitive case details in general complaints logs.
  • Promote Accountability to Affected Populations (AAP) by ensuring communities are informed about project objectives, eligibility criteria, available services, and feedback mechanisms.
  • Support voluntary, accessible participation in surveys and feedback, including for women and girls and persons with specific needs. Explain that declining to participate will not affect access to assistance.

Learning and Knowledge Management

  • Support documentation of lessons, good practices and outcome stories, using approved consent procedures and protecting participants’ identities.
  • Contribute to organizational learning by sharing findings and recommendations that improve program quality and future project design.
Behavior and Conduct
  • Maintain the highest standards of behavior inside and outside work and uphold RI's Code of Conduct, safeguarding policies and humanitarian principles.
  • Model ethical leadership and create an environment in which staff and communities can raise concerns safely.
  • Ensure that their own actions and those of managed teams do not compromise the safety, dignity or rights of RI staff, partners or the communities RI serves.
  • Ensure staff, partners and external stakeholders understand RI's expected standards of conduct and available reporting mechanisms.

Teamwork and Professional Responsibilities
  • Support the Provincial MEAL Officerin implementing MEAL and MIS activities at the district level.
  • Promote teamwork and maintain effective coordination with programme and support teams.
  • Provide basic orientation and technical support to project staff on MEAL tools and reporting requirements.
  • Ensure compliance with organizational policies, donor requirements, and data quality standards.
  • Demonstrate accountability, professionalism, and initiative in carrying out assigned responsibilities.
  • Perform other duties assigned by the Provincial MEAL Officer that are consistent with the role, grade and professional competence.
Qualifications
Essential Criteria
  • Bachelor's degree in Social Sciences, Statistics, Computer Science, Information Technology, Management Information Systems, or a related field.
  • At least 2 years of relevant experience in MEAL, MIS, data management, or project monitoring, preferably with an NGO/INGO.
  • Working knowledge of MEAL principles and practical experience in data collection, validation, database maintenance and reporting.
  • Proficiency in Microsoft Excel, Word, and digital data collection tools (e.g., Kobo/ODK).
  • Good analytical, problem-solving, and organizational skills.
  • Strong written and verbal communication skills in English and Urdu.
  • Ability to work independently and as part of a team.
  • Ability to handle confidential information responsibly, follow consent procedures and escalate concerns through designated channels.
  • Willingness to travel regularly to project locations.
Desirable Criteria
  • Experience with Power BI, LogAlto, or other data visualization and MIS platforms.
  • Experience supporting community feedback mechanisms or monitoring MHPSS, protection or health programmes.
  • Experience in humanitarian or development programmes.
  • Familiarity with donor reporting requirements and data quality assurance processes.
  • Knowledge of local languages spoken in the project area.
