Project Background

Aiming Change for Tomorrow (ACT) International, in partnership with UNICEF Punjab and in coordination with BISP/Benazir Nashonuma Programme (BNP), the Punjab Department of Health, Lady Health Worker Programme and relevant district stakeholders, will implement BNP 3.0 across ten districts of Punjab.

The programme aims to improve maternal, child and adolescent nutrition and strengthen gender-responsive nutrition and social protection systems among BISP beneficiary households. Activities will be delivered through existing BNP Facilitation Centres, Support Centres and community structures.

The programme will focus on Social and Behaviour Change (SBC), maternal and child nutrition, Early Childhood Development (ECD), parenting and nurturing care, community engagement, counselling, referrals, follow-up, youth engagement and capacity development. Staff will work closely with communities and stakeholders to support awareness, mobilization, referrals and beneficiary engagement.

All staff are expected to uphold ACT, UNICEF, BISP/BNP and Government of Punjab policies and standards, including gender equality, disability inclusion, safeguarding, PSEA, child protection, confidentiality, accountability to affected populations and responsible data management. Staff will perform only approved non-clinical roles and will not diagnose, prescribe, treat or provide clinical services.

Job Purpose

The Admin & Logistics Officer will provide efficient administrative, procurement, logistics, travel, asset, inventory and event-management support for BNP 3.0. The position will ensure that staff, materials, facilities, transportation and operational resources are available on time to support effective programme implementation across target districts and Facilitation Centres (FCs).

Key Responsibilities

Administration & Office Support

  • Manage day-to-day administrative functions of the project office in accordance with ACT International policies and procedures.
  • Maintain organized administrative files, correspondence, contact lists, approvals and document-tracking systems.
  • Coordinate office supplies, stationery, communications and routine administrative requirements.
  • Support meeting arrangements, visitor coordination, staff communication and other administrative activities.
  • Maintain confidentiality and security of project, staff, supplier and administrative information.

Logistics & Field Support

  • Plan and coordinate logistics for field activities, trainings, meetings, workshops, monitoring visits and community events.
  • Arrange venues, seating, refreshments, equipment, materials, transportation and other operational requirements.
  • Coordinate travel and transport arrangements for staff, trainers, monitoring teams and authorized participants in accordance with ACT procedures.
  • Support field teams in planning travel, deliveries, events and operational requirements across target districts and FCs.
  • Maintain logistics schedules, travel records, vehicle-use records and supporting documentation.
  • Identify and promptly report logistical constraints that may affect programme implementation.

Procurement & Supplier Coordination

  • Support procurement of goods and services in accordance with ACT International procurement policies and authorization requirements.
  • Prepare procurement requisitions, quotation requests, comparative statements, purchase documentation and related records.
  • Coordinate with suppliers and service providers to obtain quotations, confirm deliveries and resolve service-related issues.
  • Verify receipt of goods and services with relevant staff before submitting payment documentation for finance processing.
  • Maintain complete and organized procurement, vendor, delivery and service-provider records.
  • Support procurement planning for recurring field, training, campaign and event requirements.

Assets, Materials & Inventory

  • Maintain updated asset registers, inventory lists, issuance records, custody forms and physical-verification records.
  • Ensure proper tagging, storage, issuance, transfer, return and maintenance of project equipment and materials.
  • Manage storage and distribution of counselling materials, IEC/SBC materials, ECD kits, kiosk materials and event equipment.
  • Track materials distributed to FCs, field teams, trainings, cooking demonstrations, campaigns and other approved activities.
  • Conduct periodic physical verification of assets and inventory and promptly report loss, damage, misuse or shortages.
  • Support appropriate return, transfer, disposal and handover of assets and materials in accordance with ACT procedures.

Trainings, Events & Campaigns

  • Provide timely logistical support for staff induction, trainings, refresher sessions, meetings, workshops and review events.
  • Arrange venues, materials, equipment and participant support for cooking demonstrations, support-group activities and community sessions.
  • Support logistics for mobile information kiosks, interactive theatre, public campaigns and other approved community-engagement activities.
  • Maintain attendance, venue, material-distribution, supplier and payment documentation for programme events.
  • Ensure venues and logistical arrangements are safe, accessible and appropriate for women, adolescents, persons with disabilities and other participants.
  • Reconcile materials, equipment and logistical costs following activities and report outstanding issues promptly.

Compliance, Safety & Security

  • Ensure administration, logistics, procurement, travel and asset-management activities comply with ACT policies and internal-control requirements.
  • Maintain complete and auditable documentation for procurement, travel, inventory, events, vendor engagement and logistics transactions.
  • Support internal and external audits, donor verification visits and management reviews by providing required records and information.
  • Apply approved safety and security measures to office arrangements, staff travel, field movement and event planning.
  • Maintain emergency contact information, travel schedules and contingency arrangements as required.
  • Promptly report operational, safety, security, fraud-risk and compliance concerns to the designated management focal point.

Required Qualifications & Experience

  • Bachelor’s degree in Business Administration, Logistics, Supply Chain, Management, Commerce or another relevant discipline.
  • At least 5 years of relevant professional experience in administration, logistics, procurement, operations or supply-chain support.
  • Demonstrated experience in procurement documentation, vendor coordination, inventory management and travel arrangements.
  • Experience organizing trainings, workshops, meetings, field activities and multi-site events.
  • Experience supporting donor-funded development or humanitarian programmes.
  • Professional training in procurement, administration, logistics or asset management will be an advantage.
  • Experience working with NGOs, INGOs or development organizations will be an advantage.

  • Proficiency in MS Office, particularly Word and Excel.
  • High level of integrity, responsibility and professional conduct.
  • Ability and willingness to travel to project locations when required.
