CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Education Advisor will provide strategic and technical leadership for the scale up and integration into the national development education portfolio in Pakistan. S/he will be a lead on developing proposals and securing funding for Education programs.

The Education Advisor is expected to provide technical backstopping to partners and ensure programming objectives are successfully achieved. This includes frequent field visits to support partner staff capacity building and high-quality program implementation. S/he will facilitate the development of the Pakistan Country Office strategies on Education, ensuring their integration with other sectors, including health, nutrition, WASH and Shelter, food security and livelihoods (FSL), climate change, and protection, and work with sector leads to drive effective roll-out.

The Education Advisor will also collaborate closely with the advocacy team where appropriate and represent Save the Children as co-lead of national Education Cluster in national forums.

KEY AREAS OF ACCOUNTABILITY:

The role holder will be the key focal point for project managers, operational team and partners for quality aspects of program Implementation and will:

Technical Oversight and Backstopping:

• Be responsible to provide project scoping document outlining design aspects of Education related project interventions.
• Develop and contribute quality thematic write ups for the proposals, including Log frames and Budgets, inclusion of best & common approaches
• Support/ lead the implementation of thematic projects 
• Support localization agenda, by on-site support to partners in the field.
• Accountability for thematic implementation through partners
• Provide technical backstopping and support for the implementation of on-ground Education projects, ensuring that the project's objectives and deliverables are achieved in line with Quality Benchmarks.
• Provide technical support for defining SoPs for program interventions, vulnerability criteria for beneficiaries’ assessment and selection and ToRs for program studies and evaluations.
• To lead on the development of the education strategy, ensuring strategic recommendations are practical and results focused.
• Advise on developing integrated projects with education as a key theme.
• Strong technical hold on SCI’s global approaches and thematic work, including SCI’s common approaches supporting the development of an organizational culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors.

Fundraising, Reporting and Stakeholder Engagement:

• Donor Mapping and fund raising with respect CSP targets (accountability against funding targets)
• Technical working group representation
• Thematic capacity statements and fund-raising strategy ( identify must wins)
• Accountable for consortiums formation and strategic partnership.
• Collaboration with Relevant ministries, working group, task force, donor groups, and others relevant stakeholders by establishing MOUs 
• Developing close working relationships with key donors.
• Developing a fund-raising strategy, and liaising with national and international donors for
• support of various Education programs, interventions and activities.
• Development of proposals, meeting with donors and the UN and other actors.
• Lead and draft quality proposals for education programs.
• Build and expand SC Pakistan’s education portfolio.
• Provide technical input and support to interim and final donor reports where appropriate
• Provide technical input during donor meetings and donor visits to the field to ensure project alignment with donor expectations and funding requirements.

Monitoring & Evaluation (M&E):

• Work with the M&E team to ensure effective tracking of project outcomes, ensuring the collection of accurate data and its proper analysis.
• Provide technical guidance on monitoring mechanisms to ensure that projects meet their objectives and KPIs.
• Ensure that quality benchmarks for project interventions are defined at project design stages and adhered during the entire implementation cycle of project interventions.
• Conduct regular field visits to assess project implementation, identify issues, and recommend solutions.
• Develop and ensure thematic quality benchmarks, spot checks, and led the improvement plans with the partners.

Capacity Building & Training:

• Lead the capacity assessment and trainings, leading on training material development,
• Design, adapt, and oversee the development of training and communication materials for program activities.
• Provide technical training to project teams and local partners to build their capacity for high-quality project delivery.
• Facilitate workshops and training sessions to strengthen field staff skills, particularly in areas related to technical aspects of the project.

Risk Management & Problem Solving:

• Develop mitigation strategies and provide solutions to any technical challenges or problems encountered during project implementation.

Reporting & Documentation:

• Accountable for conducting assessments, mid term and final project evaluations, lead in writing donor progress & project completions reports. 
• Prepare regular progress reports for internal and external stakeholders, including donors, senior management, and government authorities.
• Document best practices, lessons learned, and technical innovations for internal knowledge sharing and reporting.

Other Responsibilities:

• Accountable for the thematic activities and shared responsibility with Budget Holders during the BVA meetings.
• Shared responsibility for budget phasing, forecasting and Master budget planning along with Budget Holder, awards, and finance team.
• Active coordination with relevant global education advisors, member TAs and other internal coordination forums
• Co-leadership responsibility with UNICEF Cluster Coordinator for co-ordination of the Education Cluster.
• Perform other and relevant responsibilities assigned by Director I&I.

QUALIFICATIONS:

• Master’s degree in education and development or equivalent.

EXPERIENCE AND SKILLS:

• At least 7 years’ experience managing complex education programs at scale
• Demonstrated experience managing complex operations in development and emergency
• situations
• Good understanding of education concepts and issues in a development context in Pakistan
• Experience of working with Govt., communities, NGOs, and donor agencies. Strong understanding of relevant ministry and structure of line departments
• 3-5 years’ experience of concurrently supervising multiple projects
• Excellent management and communications skills
• Ability to establish partnerships and networks
• Ability to write clear and concise reports
• Ability to work independently to a high professional standard
• Sensitive to the cultural & political environment
• Fluent spoken & written English language
• Prepared to work and live in challenging surroundings
