1. Purpose of the Role
The MEAL Officer will ensure transparency, accountability, and quality in the Eid meat distribution by monitoring field activities, verifying beneficiary targeting, collecting feedback, and documenting lessons learned.
2. Key Responsibilities
A. Monitoring
- Develop a simple monitoring plan for meat distribution activities.
- Conduct field visits during distribution to ensure:
- Fair and transparent beneficiary selection
- Proper quantity and quality of meat distribution
- Adherence to SOPs and donor guidelines
- Verify beneficiary lists and distribution records.
- Take geo-tagged photos and maintain evidence of distribution.
B. Evaluation & Reporting
- Collect quantitative and qualitative data from the field.
- Prepare a short post-distribution report covering:
- Number of beneficiaries reached
- Coverage vs target
- Key challenges and gaps
- Provide daily/rapid updates during implementation.
C. Accountability to Affected Population (AAP)
- Establish a simple complaint and feedback mechanism (help desk, phone number, or focal person).
- Record and track complaints or feedback from beneficiaries.
- Ensure timely resolution and documentation of complaints.
- Promote awareness among beneficiaries about their rights and entitlements.
D. Data Management
- Ensure accurate data collection, entry, and storage.
- Cross-check data for duplication or inconsistencies.
- Maintain confidentiality of beneficiary information.
E. Learning
- Document lessons learned and best practices.
- Provide recommendations for improving future distributions.
- Participate in internal debriefing sessions.
3. Deliverables
- Monitoring plan/checklist
- Daily monitoring updates (during distribution)
- Complaint/feedback log
- Final MEAL report (post-distribution)
- Lessons learned summary
4. Required Qualifications & Experience
- Bachelor’s degree in Social Sciences, Development Studies, or related field.
- At least 2–3 years of experience in MEAL, preferably in humanitarian or emergency response projects.
- Experience in field monitoring and beneficiary verification.
- Strong skills in data collection and reporting.
- Familiarity with Swat context and local languages is preferred.
5. Reporting Line
The MEAL Officer will report to the Project Manager/Program Manager and coordinate closely with field staff.
