The Displacement Tracking Matrix (DTM) is a system to track and monitor displacement and population mobility, and it is designed to regularly and systematically capture, process, and disseminate information, providing a better understanding of the movements and evolving needs of displaced populations, whether on site or en route. In recent years, DTM has become increasingly recognized as the primary source of displacement and migration data and information at the country, regional, and global levels. As a result of its worldwide presence, flexibility, and interoperability, DTM is now being implemented in Pakistan.

One of the core functions of DTM is data collection targeting various types of mobile populations and the communities living with them through various methods such as face‑to‑face and/or telephonic interviews. In continuing its efforts to conduct data collection in several identified locations with various types and high volumes of migration and mobility, DTM will require a significant number of enumerators.

Under the direct supervision of the Project Assistant and overall supervision of the National Project Officer, the enumerators will be responsible for organizing the data collection process (such as identifying KIs or scheduling telephonic interviews) and conducting the data collection itself. In addition, enumerators will be responsible for the following duties:

Responsibilities and Accountabilities

  • Carry out quantitative and qualitative assessments which focus on the mobility and needs of affected populations in selected areas through phone interviews with key informants and respondents.
  • Ensure timely and accurate data collection, based on questionnaires developed and supplied by the DTM programme, including checking collected data for potential errors on a daily basis.
  • Ensure that questionnaires have been thoroughly checked and completed, and strictly follow the guidelines established for phone-based data collection.
  • Hand in the data as instructed by the supervisor, along with any other notes taken during phone interviews and observations made through calls.
  • Recognize and give an account of problems faced during data collection, provide updates on progress and challenges, and seek guidance on the way forward.
  • Call key informants and respondents to verify selected indicators and information collected by field enumerators, and report any inconsistencies or discrepancies identified.
  • Participate in briefings, orientation sessions, and training as required.
  • Represent the programme professionally and correctly for the assignments.
  • Be willing to work according to assigned call schedules and contact respondents in different districts/locations when needed.
  • Perform any other duties as may be assigned by the supervisor.

Required Qualifications and Experience

EDUCATION

  • A secondary school diploma from an accredited educational institution.
  • A completed bachelor’s degree from an accredited academic institution is an advantage.

EXPERIENCE

  • Undergraduate degrees or fresh graduates are welcome to apply.
  • Having experience on face to face or phone interviews for data collection is an advantage

SKILLS

  • Ability to understand and accurately record respondents’ answers.
  • Strong communication skills, particularly for conducting telephonic interviews (preferred).
  • Commitment to protecting respondents’ privacy, ensuring data security and confidentiality at all times.

Languages

IOM’s official languages are English, French, and Spanish.

REQUIRED

  • Fluency in Balochi is a must
  • Fluency in other languages spoken by Pakistani (e.g., Urdu, Pashto, Punjabi, Sindhi) is an advantage
  • Able to communicate in English is another advantage
