Background

The Gilgit Baltistan Cold Wave Response Project aims to mitigate the impact of extreme winter conditions on vulnerable communities through timely humanitarian assistance. The project focuses on life saving interventions including winterization support, emergency relief, and coordination with relevant stakeholders to ensure effective response during the cold wave period.

Purpose of the Position

The Project Manager will be responsible for overall planning, implementation, coordination, and reporting of the Cold Wave Response Project in Gilgit Baltistan. The role ensures that project objectives are achieved on time, within budget, and in line with donor requirements and organizational policies.

Key Responsibilities

Project Planning and Implementation

• Lead day to day management of the project activities in line with approved proposal, work plan, and budget

• Ensure timely delivery of winterization and emergency response interventions

• Develop and regularly update implementation plans, procurement plans, and activity schedules

• Ensure integration of protection, gender, and accountability principles across project activities

Team Management and Coordination

• Supervise project staff, field teams, and support functions assigned to the project

• Provide technical guidance and on job support to field staff

• Conduct regular team meetings and performance reviews

• Coordinate closely with logistics, finance, HR, and MEAL teams

Stakeholder and Coordination Management

• Liaise with district administration, GB authorities, line departments, humanitarian clusters, and community leaders

• Represent the organization in coordination meetings related to cold wave and emergency response

• Ensure effective coordination with implementing partners and service providers

Monitoring, Reporting, and Compliance

• Oversee project monitoring to track progress against indicators and targets

• Ensure timely and quality donor reporting, including narrative and financial inputs

• Maintain proper documentation, records, and data management systems

• Ensure compliance with donor guidelines, organizational policies, and humanitarian standards

Budget and Resource Management

• Manage project budget in coordination with finance team and ensure cost effective utilization of resources

• Monitor expenditures and flag variances in a timely manner

• Support procurement and logistics processes to ensure timely availability of supplies

Risk Management and Accountability

• Identify operational, security, and contextual risks and propose mitigation measures

• Ensure accountability to affected populations through feedback and complaint mechanisms

• Uphold safeguarding, PSEA, and code of conduct standards

Required Qualifications and Experience

• Master’s degree in Social Sciences, Development Studies, Management, or a related field

• Minimum 5 to 7 years of progressive experience in humanitarian or emergency response projects

• Proven experience managing winterization, emergency, or rapid response projects preferred

• Strong understanding of humanitarian principles, donor compliance, and coordination mechanisms

• Experience working in Gilgit Baltistan or similar hard to reach contexts will be an asset

• Strong leadership, team management, and coordination skills

• Excellent planning, organizational, and problem solving abilities

• Good report writing and communication skills in English and Urdu (local languages an advantage)

• Ability to work under pressure and in challenging field conditions

• Strong budgeting and financial monitoring skills

Duty Station and Travel

The position will be based in Gilgit Baltistan with frequent travel to project sites. Flexibility to work in emergency and extreme weather conditions is essential.
