Terms of Reference (ToR)

Gender, Age, Disability and Inclusion (GADI) Analysis

1. Background

The Foundation for Ageing and Inclusive Development (FAID) implements multi-sectoral programmes on resilience, climate adaptation, and inclusive development across Pakistan, with a focus on vulnerable and marginalised populations, including women, older people, persons with disabilities, and socially excluded groups.

A Gender and Inclusion Analysis was previously conducted to inform inclusive programme design and implementation. However, the expansion of programmes into new geographic areas, alongside evolving socio-economic and climate realities, necessitates an updated and context-specific Gender, Age, Disability and Inclusion (GADI) analysis to ensure continued relevance, effectiveness, and responsiveness.

This assignment will build on existing gender and inclusion evidence and strategic documents, while generating new field-based data from additional programme locations. The analysis will cover both rural and urban settings, with two locations selected in each of the following regions: Khyber Pakhtunkhwa, Gilgit-Baltistan, Balochistan, Punjab, and Sindh.

2. Objectives

The overall objective of this assignment is to generate updated evidence and strategic guidance to strengthen gender equality, age inclusion, disability inclusion, and broader social inclusion across programme interventions.

Specific Objectives

  • Conduct an updated Gender, Age, Disability and Inclusion (GADI) analysis in at least six programme locations (rural and urban) Khyber Pakhtunkhwa, Gilgit-Baltistan, Balochistan, Punjab, and Sindh..
  • Assess gendered and intersectional vulnerabilities, capacities, and power relations in the context of climate resilience, livelihoods, health, and social protection.
  • Develop a revised action plan and monitoring framework for integrating GADI across programme design, implementation, and MEAL systems.
  • Strengthen institutional and partner capacity for inclusive and gender-transformative programming.

 

3. Scope of Work

The consultant/partner institution will undertake the following tasks:

3.1 Desk Review

  • Review existing Gender and Inclusion Analysis reports and the current GEIS.
  • Review programme documents, policies, and national/provincial frameworks on gender, disability, ageing, climate change, and social inclusion.

3.2 Field-Based Gender, Age, Disability and Inclusion Analysis

  • Conduct qualitative and/or mixed-method field research in at least six locations (rural and urban).
  • Methods may include Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), and participatory tools with:

 Women and men of different age groups

  • Older people
  • Persons with disabilities
  • Youth
  • Community leaders and service providers

Analyse intersectional barriers and opportunities related to:

  • Decision-making and power dynamics
  • Access to services, livelihoods, and climate adaptation resources
  • Participation in community structures and governance
  • Safeguarding, GBV risks, and social norms
  • Institutional and policy-level gaps

3.3 Institutional and Partner Capacity Assessment

  • Assess organisational and partner capacities to implement gender-responsive and inclusive programming.
  • Identify gaps in staffing, systems, MEAL, safeguarding, and accountability mechanisms.

3.4 Validation and Dissemination

  • Organise at least one validation workshop with programme teams and key stakeholders.
  • Finalise the analysis based on feedback.

 

4. Deliverables

The consultant/partner institution will deliver the following:

  1. Updated Gender, Age, Disability and Inclusion (GADI) Analysis Report (including findings from at least six field locations).
  2. GEIS Action Plan with indicators, timelines, and responsibilities.
  3. Stakeholder and Power Mapping highlighting gender and inclusion entry points.
  4. Validation Workshop Report documenting feedback and commitments.
  5. Brief Policy/Programme Recommendations Note for programme leadership and partners.
  6. Presentation Slides summarising key findings and strategy updates.

 

5. Methodology

The assignment will adopt a mixed-methods and participatory approach, including:

  • Desk review of policies, programme documents, and previous studies
  • Qualitative FGDs and KIIs in rural and urban locations
  • Intersectional gender and inclusion analysis framework
  • Institutional and systems assessment
  • Participatory validation and learning workshops

Ethical considerations, informed consent, safeguarding, and confidentiality protocols must be strictly followed.

6. Timeline

The assignment is expected to be completed within 45–60 days, covering:

  • Inception and desk review
  • Field data collection
  • Draft analysis and GEIS update
  • Validation workshop
  • Finalisation and dissemination

7. Roles and Responsibilities

  • FAID: Overall coordination, technical guidance, quality assurance, and stakeholder engagement.
  • Consultant/Partner Institution: Lead research, analysis, strategy revision, and documentation.
  • Programme Partners and Community Structures: Participation in consultations and validation.

8. Consultant Profile

The assignment requires a consultant or research institution with:

  • Proven expertise in gender and social inclusion analysis
  • Experience in ageing, disability inclusion, and intersectional approaches
  • Experience in climate resilience, livelihoods, or development programming
  • Strong qualitative research and policy analysis skills
  • Experience in developing gender strategies and action plans

9. Reporting and Quality Assurance

  • All deliverables will be submitted in English (with summaries in Urdu if required).
  • Draft outputs will be reviewed by FAID for quality assurance.
  • Ethical and safeguarding standards must be adhered to throughout the assignment.

10. Budget 

The proposals should clearly mention the associated costs of activities and deliverables.
