PURPOSE

Logistics Country Manager 3 coordinates and is responsible for all logistics activities within a country. S/he ensures that logistics systems are in place and operational and provides technical and operational support in accordance with ICRC logistics standards. S/he ensures appropriate planning and effective use of resources in the country and serves as the main link between the logistics staff at headquarters and logistics teams in the field.

S/he is able to understand and to participate in different strategies in order to provide appropriate logistics support and to support logistics development globally. That includes strategies that will follow the regional aspirations.

RELATIONSHIPS

Internally, interacts with logistics staff and related departments within the delegation as well as the logistics division in Geneva and Bangkok Logistics Centre (BLC)

Externally, develops and maintains working relationships with suppliers, MoFA and other authorities, UN agencies, NGOs and other contacts related to their work.

GENERAL DUTIES

  • Understands, adheres, participates, and supports actively the Global ICRC Logistics Strategy
  • Promote ICRC logistics and its strategy externally and internally

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Leads multiple teams of Logistics Staff members or Logistics activities performed within the country
  • Oversees and supervise day-to day logistics activities and ensure highest services delivery
  • Sets up, adapts and maintains infrastructure according to needs
  • Is responsible for implementing logistics and financial procedures on-site in accordance with the logistics and FAD strategies for the country
  • Regularly monitor tableau reports, ensure that the KPIs are met and develop action plan for improvement
  • Remain focal person for the collaborative demand planning process and ensure smooth implementation accordance to ICRC standard
  • Plans and oversees procurement activities (purchase orders, supplier files, sourcing, etc.) in collaboration with Buyer
  • Coordinates with VFM ensure Fleet SOP are followed and implemented
  • Coordinate with Impex officer in arranging and executing custom clearance of incoming cargo
  • Ensure transport management of the cargo is handled with ICRC standard
  • Follows up the supply pipeline with the delegation, and/or the region and the headquarters, including for import-export activities where necessary
  • Is responsible for managing finances for the cost centre(s) under their responsibility
  • Ensures that risks are mitigated by performing the controls assigned to his/her role as described in the Logistics Risk and Control Matrix
  • Remain focal person for the tax refund policies, ensure proper implementation and updates the policies as necessary accordance to the FBR policy
  • Participates in delegation coordination meeting and represents logistics unit
  • Replaces any staff members under his/her supervision in their absences
  • Participate in budget exercise and monitor the logistics budget implementation

 Supply Chain Management:

  • Coordinates with Coordinators and FAD to ensure regular monthly trilateral forecast meeting
  • Stock positions, demand and supply, short expire dates, stock ceilings, deadstock’s are presented and PoA are made
  • Ensure quality of forecast sheets are checked and reviewed
  • Ensure i3 forecast are validated by management and timely order are placed upstream/local purchase
  • Ensure i1 forecast are discussed and Supply Request are generated on time
  • Prepare post CDP meeting with the logistics team for the planning and executing orders
  • Regularly analyses the supply chain workload and proposes potential improvements, including to customer service policy
  • Updates logistics dashboards, analyses trend and provides statistics
  • Organise OTIF meeting regularly with delegation and sub delegation

Warehouse Management:

  • Ensures that goods are received, stored, and dispatched according to the SOPs; immediately reports any problems or discrepancies
  • Organizes inventory counts, records, and investigates claims and takes corrective action
  • Coordinates with regional pharmacist to ensure medical orders supply, storage, distribution follows ICRC GDP and SOP
  • Regular coordination with Sub delegation logistics on the movement of the goods

Procurement:

  • Ensure procurement activities are done according to ICRC stdandard
  • Participate in supplier assessment and evaluation process
  • Participate in lunching and opening of the tenders
  • Checks and verifies selection table
  • Checks and verify procurement contracts
  • Ensure delegation financial rule is followed in procurement process

IMPEX/Transport:

  • Ensures Pakistan shipping instruction and checked and updated regularly and communicated. to HQ and Regional Logistics Centre
  • Ensures good collaboration with MoFA, Custom office and FBR
  • Actively participate in coordination with authorities for any delays in exemptions process
  • Ensure smooth Impex support to regional activities
  • Ensure transport activities are according to ICRC guideline
  • Ensure FA are activated for transport related activities

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
  • Makes sure that deadlines for the PMD cycle are met
  • Oversees capacity-building and HR-related matters for logistics on site
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also for other staff members with timely involvement of Line Managers when needed
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the employees under their supervision in their personal development and capacity building by coaching and advising them on internal and external training and development possibilities

ADDITIONAL REQUIREMENTS

  • Master’s degree in business administration
  • Prefeed diploma in logistics or supply chain management
  • 10 years’ experience in a similar field with management skill
  • Fluent in written and spoken English
  • Excellent computer skills (Word and Excel), including ICRC standard computer systems
  • Confirmed team leadership skills
  • Confirmed capacity to integrate the ICRC logistics procedures
  • Confirmed capacity to understand and follow the different frameworks and strategies that concern this position.
  • Import, Export, and Warehouse Management skills
  • Good analytical skills
  • Good communication and negotiation skills
  • Good knowledge of the local market
  • Driving license an asset
