Position Purpose
The Foundation for Ageing and Inclusive Development (FAID) is a national organization dedicated to promoting inclusive development, enabling people of all ages, especially older people to lead dignified, healthy, and secure lives. FAID will implement the project titled “SHIFA- Strengthening Health Inclusion and Feedback for the Aged” with technical support from HelpAge International and funding from the SIDA.
The Project is a 12-month initiative implemented by FAID in Khyber Pakhtunkhwa, with a focus on Nowshera and Charsadda districts. The project aims to transform older persons from passive recipients of services into active agents of change within the health and disaster management systems.
The project addresses critical gaps in age-friendly healthcare by strengthening community-led social accountability and promoting inclusive health service delivery. A key strategy involves the formation and strengthening of Intergenerational Community Associations (ICAs), bringing together older people and youth to collaboratively monitor and improve public health services.
Through the Community Score Card (CSC) approach, ICAs will assess the quality, accessibility, and responsiveness of 40 public health facilities. These findings will be used to facilitate interface dialogues with health authorities, ensuring that community feedback leads to tangible improvements in services.
In addition, the project will conduct health screening camps for older people, generate evidence through a comparative analysis of service delivery models, and support advocacy at district and provincial levels through the Buzurg Dost Network. The project also integrates inclusive disaster risk reduction (DRR) by engaging communities in flood preparedness and medical evacuation planning.
Key expected outcomes include:
1- Increased awareness among older people about their rights and entitlements
2- Strengthened community-led accountability mechanisms in the health sector
3- Improved responsiveness of health services to the needs of older people
4- Evidence-based advocacy influencing age-friendly health policies in KP
The SHIFA project places strong emphasis on inclusion, participation, and safeguarding, ensuring meaningful engagement of older women, persons with disabilities, and other marginalized groups throughout the project cycle.
The Advocacy Officer will lead and support the design and implementation of advocacy strategies, ensuring that evidence generated through community monitoring and project interventions translates into policy influence and improved age-friendly health services. The position plays a key role in strengthening linkages between communities, civil society platforms, and government stakeholders.
Key Responsibilities:
The key responsibilities of the Advocacy officer include:
1- Advocacy Strategy and Planning
- Develop and implement an advocacy and communication strategy aligned with SHIFA objectives
- Identify key advocacy priorities based on CSC findings and community feedback
- Support development of advocacy plans targeting district and provincial stakeholders
2- Stakeholder Engagement and Coordination
- Establish and maintain strong relationships with government departments (Health, PDMA), BDN, and civil society actors
- Facilitate coordination between ICAs and advocacy platforms
- Support organization of interface meetings, provincial seminars, and advocacy dialogues
3- Evidence-Based Advocacy
- Translate CSC data, screening findings, and comparative analysis into advocacy messages
- Support development of policy briefs, advocacy papers, and position statements
- Contribute to the Nowshera–Charsadda Comparative Report and its dissemination
4- Communication and Visibility
- Support development of IEC materials, case studies, and success stories
- Contribute to digital storytelling and media engagement
- Ensure visibility of project achievements through events such as International Day of Older Persons and World Health Day
5- Capacity Building and Support
- Support capacity building of ICAs and BDN members on advocacy and rights-based approaches
- Facilitate orientation sessions on social accountability and policy engagement
- Provide technical support to field teams on advocacy integration
6- Monitoring, Evaluation, and Learning (MEAL)
- Work closely with MEAL team to track advocacy indicators and outcomes
- Document advocacy achievements, lessons learned, and best practices
- Contribute to learning briefs and knowledge products
7- Safeguarding and Inclusion
- Ensure advocacy processes are inclusive, participatory, and accessible
- Promote meaningful participation of older women and persons with disabilities
- Ensure all activities adhere to FAID safeguarding policies
8- Reporting and Documentation
- Prepare regular progress updates on advocacy activities
- Contribute to donor reports, presentations, and communication materials
- Maintain documentation of meetings, events, and stakeholder engagements
Specific duties and responsibilities
The specific duties and responsibilities for the position holder include:
- Support implementation of advocacy components of SHIFA in line with the project work plan and donor requirements.
- Facilitate district-level interface meetings between ICAs and duty bearers.
- Organize and support provincial advocacy seminars through Buzurg Dost Network.
- Develop advocacy and communication materials, including policy briefs, presentations, and reports.
- Support dissemination of comparative report findings to influence policy decisions.
- Engage media and communication platforms to amplify project messages.
- Ensure inclusion of voices of older people, especially women and persons with disabilities, in advocacy processes.
- Coordinate with the Project Coordinator and team for integrated implementation.
- Support organization of key events (IDOP, World Health Day, seminars).
- Ensure documentation of advocacy outcomes and lessons learned.
Safeguarding Responsibilities
ü Promote and model a safe, respectful working environment
ü Preventing harm and abuse from our people, operations, and programmes to anyone who encounters our work.
ü Report all safeguarding incidents they see, hear, hear about, or suspect, using our internal reporting mechanism.
ü Complying with all safeguarding framework policies and practices
ü Completing mandatory training courses relating to our safeguarding policy framework and complying with HR vetting procedures.
ü Reducing the risk of harm and abuse in the field.
ü Involving communities in the design of programmes and complaint response mechanisms, be responsible for implementation and review.
ü Attending specialist field training on safeguarding as required.
ü Maintaining maps of support services for survivors.
ü Receiving and responding to complainants/survivors and ensuring that no further harm is done, following a survivor-centred approach, using the principles of psychological first aid, and signposting to relevant local services as needed

Required qualifications and experience
ü Master’s degree in public health, Development Studies, or related.
ü At least 3 years of relevant experience in Policy Advocacy
ü Experience in policy engagement, stakeholder coordination, or social accountability preferred
ü Ability to work with diverse stakeholders
ü Excellent coordination, facilitation, and report-writing skills.
ü Good at report writing skills
ü Good communication skills (preferably local languages)
ü Ability to work in a team and network with partners
ü Understanding of inclusion (age, gender, disability) is an asset
ü Good computer skills
