Christian Blind Mission (CBM) Pakistan

A. Introduction

Christian Blind Mission (CBM) is an international development organization committed to improving the quality of life of persons with disabilities in the poorest communities of the world. CBM promotes inclusive development and humanitarian action, with a strong focus on Inclusive Eye Health and Inclusive Humanitarian Action (IHA).

CBM Pakistan works in partnership with local and international organizations to strengthen inclusive health systems, improve access to quality eye care services, and ensure that humanitarian responses are disability-inclusive and leave no one behind.

CBM Pakistan invites Expressions of Interest (EOI) from qualified Local and International NGOs/INGOs for potential partnership in upcoming development and humanitarian initiatives.

B. Purpose of the EOI

This EOI aims to identify technically competent and compliant organizations for potential collaboration in:

  • Comprehensive Inclusive Eye Health programming

  • Systems strengthening of eye care services

  • Disability-inclusive humanitarian response

  • Advocacy for disability-inclusive policies and practices

C. Thematic Areas of Interest

1. Inclusive Eye Health

  • Cataract surgical services and backlog reduction

  • Refractive error services and optical services

  • Pediatric and low vision services

  • Outreach and community-based screening

  • Integration of eye health into primary healthcare

  • Capacity building of health systems

2. Inclusive Humanitarian Action (IHA)

  • Disability-inclusive emergency response

  • Inclusive WASH, health, shelter, protection programming

  • Data disaggregation using disability tools (e.g., Washington Group Questions)

  • Inclusive preparedness and DRR planning

  • Localization and community engagement approaches

D. Geographical Scope

CBM Pakistan seeks organizations with operational presence in underserved, remote, and disaster-prone areas across Pakistan, including but not limited to:

  • Balochistan

  • Sindh

  • Punjab

  • Khyber Pakhtunkhwa

  • Gilgit-Baltistan

(Exact geographic focus will depend on funding and program priorities.)

E. Eligibility Criteria

Organizations must meet the following mandatory criteria:

✓ Legally registered Not-for-Profit Organization (Local NGO or INGO)
✓ Valid registration with relevant authorities (including EAD registration and valid MoU where applicable)
✓ Minimum 3–5 years of relevant operational experience
✓ Experience in implementing donor-funded projects
✓ Audited financial statements for the last three fiscal years
✓ Valid NTN and tax compliance documentation
✓ Established safeguarding, PSEA, anti-fraud, and protection policies
✓ Commitment to disability inclusion and non-discrimination
✓ Not listed on UN, OFAC, EU or other international sanctions lists
✓ Not engaged in political or religious proselytizing activities

F. Required Documents for Submission

Interested organizations must submit the following:

  1. Cover Letter expressing interest in partnership with CBM Pakistan

  2. Updated Organizational Profile

  3. Legal registration certificates

  4. Valid EAD registration and MoU (if applicable)

  5. Audited financial statements (last three years)

  6. NTN certificate and tax documentation

  7. Organogram and governance structure (Board details)

  8. List of key organizational policies (Safeguarding, Anti-Fraud, PSEA, HR, Finance, Inclusion, etc.)

9. Annex I – List of Projects (Mandatory Format)

Organizations must complete and submit Annex I – List of Projects in the prescribed format, including:

  • Project Name

  • Sector (e.g., Eye Health, Health Systems Strengthening, Humanitarian Response etc.)

  • Donor

  • Total Project Budget

  • Project Duration

  • Geographic Area (districts)

  • Number of Beneficiaries Reached

(Additional rows may be added as required.)

10. Annex II – Donor Reference Information (Mandatory Format)

Organizations must complete and submit Annex II – Donor Reference Information, including:

  • Project Name

  • Donor Organization

  • Focal Person Name

  • Contact Number

  • Contact Email

  • Office Address

CBM Pakistan reserves the right to contact references for verification purposes.

All documents must be submitted in English.

G. Selection Process

The selection process will follow a two-stage approach:

  1. Eligibility Screening – Applications will be reviewed against mandatory eligibility requirements.

  2. Technical & Capacity Evaluation – Shortlisted organizations may undergo due diligence, financial assessment, and capacity review.

Only shortlisted organizations will be contacted.

H. Application Submission Process

Interested organizations must submit both soft copy and hard copy of the complete application package (including Annex I and Annex II).
