Purpose 

The CBP Officer supports the implementation of Community-Based Protection (CBP) interventions by coordinating, supervising, and strengthening outreach and community structures in urban refugee settings. The role focuses on protection service delivery, capacity building, community engagement, referrals, assessments, and coordination with UNHCR and partners, ensuring effective and accountable protection responses for Persons of Concern (PoCs).

Key Responsibilities

Planning, Implementation & Reporting

  • Develop and implement work and activity plans in coordination with the CBP Coordinator and relevant authorities.
  • Ensure regular follow-up of all CBP activities within assigned areas and projects.
  • Prepare timely and accurate reports on field activities, including FGDs, participatory assessment, protection assessments, incidents, emergency responses, success stories, and best practices.

Information Dissemination & Coordination

  • Facilitate effective information dissemination between management, field teams, community structures, and partner organisations.
  • Coordinate with co-partners and emergency response actors to ensure integrated and timely protection interventions.
  • Support UNHCR in assigned activities such as Voluntary Repatriation Campaigns (VRC), PA exercises, emergency response situations and assistance distributions.

Capacity Building & Supervision

  • Provide capacity building and on-the-job training to Outreach Volunteers (OVs) and community protection structures.
  • Supervise OVs in assigned areas and provide technical support and guidance as required.
  • Disburse communication incentives to active OVs in accordance with organisational procedures.

Community Engagement & Protection Activities

  • Conduct and/or facilitate FGDs, participatory assessments, protection assessments, emergency assessments, and response activities.
  • Strengthen community self-initiatives and promote self-reliance and resilience within areas of intervention.
  • Act as an interpreter during field visits and assessments when required.

Case Identification, Referral & Follow-Up

  • Identify individuals and households with protection needs, including Persons with Specific Needs (PWSNs).
  • Verify and regularly update PWSN listings in assigned areas.
  • Refer identified cases to relevant authorities and service providers through established referral mechanisms and pathways.
  • Establish and strengthen referral pathways at the urban level and provide recommendations to the CBP Coordinator for district-level referral mechanisms.

Data, Records & Mapping

  • Maintain and regularly update community profiles (urban refugees), service provider mappings, PWSN data, and related protection information.
  • Consolidate and document all field activities to track progress and ensure achievement of project outcomes.
  • Identify service gaps and provide evidence-based recommendations to concerned authorities and program management.

Emergency Cash Assistance (ECA) & Case Management Support

  • Assist the Case Management Team in verification, coordination, and service delivery activities.
  • Support the disbursement of Emergency Cash Assistance (ECA) to Forcibly Displaced Persons (FDPs) in line with UNHCR protocols and procedures.
  • Ensure transparency, accountability, and proper documentation of all ECA-related activities.

Other Duties

Perform any other duties assigned by the Project Coordinator in line with organisational policies.

Qualifications & Experience

  • Preferably Bachelor’s degree in Social Sciences, Development Studies, International Relations, or a related field.
  • Relevant experience in community-based protection, case identification, capacity building, and coordination with community structures is required.
  • Experience working with refugees or in donor-funded projects will be considered an asset.
  • Ability to communicate effectively in English and relevant local languages (Pashto/Dari an asset)
