KARANDAAZ PAKISTAN, a not-for-profit company established in 2014 and registered with the  Securities and Exchange Commission of Pakistan under section 42, is promoting access to finance for  small businesses through commercially directed investments and financial inclusion of individuals by  leveraging technology-enabled solutions and platforms.  

Karandaaz Pakistan operates through four program verticals: 

• Karandaaz Capital provides wholesale structured credit and equity-linked direct growth capital  investments in micro, small and mid-size enterprises (MSMEs) with compelling prospects for  sustainable growth and employment generation in Pakistan 

• Karandaaz Digital focuses on expanding the poor’s access to digital financial services in Pakistan  by working across the ecosystem with all stakeholders including regulators, policy-makers,  government departments, businesses and researchers and academics in four key work areas:  policy and regulation, seeding innovation, experimentation and solutions development, and scale  and outreach. 

• Karandaaz Innovation provides risk capital and technical assistance to support innovative and  practicable solutions aimed at financial inclusion and entrepreneurship. The Women Ventures  business line provides business development support and growth capital to women-led businesses  to facilitate their expansion and scale-up. 

• Karandaaz Research & Insights supports the company’s core objectives by developing and  disseminating evidence-based insights and solutions to inform and influence markets and the  financial ecosystem. 

Background 

The Ministry of Economic Affairs (MoEA), through its Project Management Unit (PMU) for Health Care  System & Population Resilience Program (HSPRP), also referred to as KP Citizen-Centred Service  Delivery (KPCCSD)/FATA Temporarily Displaced Persons Emergency Recovery (TDP-ERP) programs, is  implementing a large-scale social protection and service delivery program with financing and technical 

assistance from the World Bank, Agence Française de Développement (AFD), and the Gates  Foundation (GF). 

The Program is designed to strengthen citizen-centered delivery of health, social protection and other  services, improve resilience in Khyber Pakhtunkhwa, and scale up conditional cash transfer models.  The EAD PMU provides overall program oversight and coordination with provincial stakeholders. 

To support these functions, the PMU is seeking a Program Coordinator who will assist in program-level  tasks, project management, coordination, and documentation. The role offers opportunities to  contribute to high-impact initiatives, work directly with development partners, and build a  professional career in program management and donor-funded operations. 

Position Summary 

The Program Coordinator will serve as an integral member of the PMU, supporting the Program  Manager in program operations, donor engagement and delivery of agreed outputs. The role includes  preparing program documentation, coordinating with stakeholders, contributing to analysis, and  ensuring that program objectives are effectively met. This position is designed for professionals who  wish to build a career in development program management, policy engagement, and donor-funded  project implementation. 

Scope of Work & Key Responsibilities  

The purpose of this engagement is to support MoEA PMU for KPCCSD/HSPRP project. 

• Assist the Program Manager in planning, monitoring, and coordinating program activities  across EAD PMU and partner institutions. 

• Prepare high-quality briefs, notes, and presentations for program leadership, donor partners,  and government counterparts. 

• Support program documentation including periodic progress reports, donor updates, and  meeting minutes. 

• Facilitate coordination with federal, provincial, and donor stakeholders to ensure timely  decision-making and smooth program execution. 

• Track program deliverables and milestones, flag implementation risks, and propose mitigation  measures. 

• Support the preparation and review of procurement and financial management documents in  line with donor and GoP rules. 

• Assist in organizing steering committees, donor review missions, workshops, and stakeholder  consultations. 

• Maintain proper records, filing, and archiving of program correspondence and documentation. • Contribute to documentation of lessons learned, best practices, and program success stories  for knowledge sharing. 

• Undertake any other program-related tasks assigned by the Project Director or Project Manager. 

Experience and Skills of Consultant 

Education 

• Master’s degree in Project Management, Business Administration, Development Studies,  Social Sciences, or a related discipline from a recognized institution.

Experience 

• Minimum 3-4 years of relevant professional experience in project coordination,  documentation & report writing, stakeholder communication or donor-funded development  initiatives. 

• Prior experience working with international development partners (World Bank, GF, AFD, UN  agencies, IOM, bilateral donors) will be highly preferred. 

Skills and Competencies 

• Strong program coordination skills with the ability to assist management in multiple work  streams. 

• Excellent drafting and communication skills with experience preparing briefs, reports, and  presentations for senior audiences. 

• Strong interpersonal skills with ability to build relationships across government, donors, and  implementing partners. 

• Proficiency in MS Office Suite; familiarity with project management tools is an advantage. • Analytical mindset with problem-solving ability and aptitude for policy and programmatic  analysis. 

• Ability to work independently with initiative, while contributing effectively as part of a cross functional team. 

• Fluency in English (written and spoken); Urdu proficiency required for stakeholder  engagement.

• A duly signed undertaking stating that the Individual has neither been blacklisted nor debarred  by any Government organization, public sector entity, autonomous body, regulatory authority,  or any other organization for any reason whatsoever.

Only candidates scoring 80% or more out of 100% score will progress for an interview with the  Technical Evaluation Committee. This score will not be carried forward and made part of any further  assessment.

The Evaluation will be conducted on the basis of:  

• Technical Proposal and interview (100 points); and  

Only candidates scoring 70% or more against the candidate interview evaluation criteria will have  their financial proposals evaluated. 

Financial Proposal (budget in PKR inclusive of all taxes)  

All candidates must submit a financial proposal in PKR only, inclusive of all applicable taxes. The  candidate securing the highest technical score shall be invited for financial negotiations. If negotiations  with the top-ranked candidate is unsuccessful or fail to result in a satisfactory outcome, Karandaaz  reserves the right to initiate negotiations with the next highest-ranked candidate, and so on down the  ranking order, until a satisfactory outcome is achieved.  

Contract and Payment 

The contract will only be offered in PKR and the payments shall be made in PKR on monthly basis. 

Karandaaz will pay the successful consultant upon i) receipt of the invoice ii) approval from Karandaaz  of the Contractor’s time sheet. Payment will be made in PKR, as agreed, to the account specified in  the Contractor’s invoice within 30 days after the acceptance of deliverables and submission of invoice. All payments for deliverables will be made in PKR to a consultant local bank account.
