1. MISSION / FUNCTION


SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities & marginalized groups since 2010 by providing them humanitarian assistance during emergencies and also support them through the implementing of sustainable development programs in the areas of Child Protection & child Wellbeing, WASH, Food Security & Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including; Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 most vulnerable districts. In light of increasing challenges ‘such as’ inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like; water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

 

2. CHILD SAFEGUARDING

As part of the implementation of the Child Safeguarding Policy (CSP), specify here the level of risk associated with child safeguarding (0, 1 or 2) depending on whether or not the position involves contact with children (in particular access to children and/or personal data) and, if so, specify the type of interaction. 

Reminder:

- Level 0: no contact with children

- Level 1: access to children and/or personal data about children

- Level 2: access to children and/or personal data about children and other risk factors such as frequent direct contact with children, contact in isolated locations/without direct supervision, contact with particularly vulnerable children (disability, children without parental protection, etc.).

 

 

3. MISSIONS AND ACTIVITIES

1 SBCC Strategy & Behavior Change Communication

  • Develop and implement SBCC strategies aligned with WFP School Feeding guidelines.
  • Conduct formative assessments (KAP, school observations, stakeholder feedback).
  • Design and deliver IEC materials and messages on:
    • Nutrition and healthy eating
    • Hygiene and handwashing
    • School attendance and retention
    • Food safety and cleanliness in school environment
  • Ensure child-friendly, inclusive, and gender-sensitive communication approaches.

2 School Meal Management System (Core Responsibility)

The SBCC & Capacity Building Officer will establish, train, and supervise school-level systems for safe and accountable management of school meals, including:

a) Identification of School-Level Structures

  • Identify and support selection of:
    • School Focal Facilitator (School Meal Focal Person)
    • School-based volunteers (where applicable)
    • Strengthen and activate School Management Committees (SMCs)

b) Training & Capacity Building

  • Train School Focal Facilitators, volunteers, and SMC members on:
    • School meal receipt, handling, and distribution protocols
    • Record keeping and logbook maintenance
    • Hygiene and food safety standards
    • Roles and responsibilities in school meal cycle management
  • Conduct refresher trainings and on-the-job coaching.

c) School Meal Flow Management (Operational System Strengthening)

Ensure school-level stakeholders are trained and able to manage the following process:

  • Meals are delivered at school gates by outsourced vendors and transported through WFP-hired transporters.
  • School Focal Facilitator:
    • Receives meals at school gate
    • Checks and verifies delivery against delivery notes
    • Maintains meal receipt and distribution logbook
    • Coordinates safe storage (if applicable)
  • Handover of meals to SMC representatives or designated staff
  • Coordination of meal distribution to students in an organized manner
  • Ensuring students wash hands before meals
  • Supervising orderly eating arrangements (lunch time management)
  • Ensuring students safely return lunch boxes/utensils after meals
  • Ensuring cleanliness of eating areas after meal service

d) Accountability & Compliance

  • Ensure transparent and accountable handling of school meals.
  • Support establishment of simple monitoring and reporting tools at school level.
  • Promote community oversight through SMC engagement.

3 School & Community Engagement

  • Conduct regular school-based SBCC and awareness sessions.
  • Strengthen parental engagement on nutrition, hygiene, and school participation.
  • Support community ownership of school meals programme through SMC engagement.
  • Facilitate feedback loops between schools, communities, and project team.

4 Capacity Building of SMCs & Sustainability

  • Build long-term capacity of School Management Committees to:
    • Supervise school meal distribution
    • Ensure accountability and transparency
    • Manage community feedback and issue resolution
  • Promote gradual transfer of operational responsibility to SMCs.
  • Support institutionalization of school meal management practices within school systems.

5 Coordination & Representation

  • Coordinate with Education Department, SMCs, school administration, communities and local stakeholders.
  • Participate in WFP and partner coordination meetings when required.
  • Ensure integration between SBCC activities and operational school feeding delivery system.

4. KNOWLEDGE/SKILLS/BEHAVIOR

Education

  • Bachelor’s degree in Social Sciences, Education, Public Health, Nutrition, Communication, or related field (Master’s preferred).

Experience

3–5 years of relevant experience in:

  • SBCC and community mobilization
  • School feeding or school health programmes
  • Training and capacity building at community/school level
  • Experience in WFP or other UN-supported programmes is highly desirable.
  • Fluency in Sindhi & English; (Proficiency in Urdu will be preferred).
  • Culturally sensitive and respect the diversity
  • Self-starter and be able to work with minimal supervision.
  • Able to deal with people at all levels with tact and diplomacy.
  • Good Team player and motivated to work in remote and uncertain environment respecting standard operating procedures as devised and instructed.
