Background
National non-Profit Organization is expanding its portfolio of research, evaluations, assessments, capacity development, policy support, and program implementation assignments funded by national and international development partners. To strengthen technical excellence and ensure rapid mobilization of highly qualified professionals for upcoming opportunities, we are establishing a roster of thematic experts and consultants.
We invite Expressions of Interest (EOIs) from experienced national and international professionals interested in being considered for short-term and long-term consultancy assignments. Selected experts will be included in our technical roster and may be engaged for proposal development, baseline studies, endline evaluations, research studies, strategic reviews, capacity-building initiatives, policy development, technical advisory services, and project implementation support.
Experts may also be requested to provide consent for inclusion of their profiles and CVs in technical and financial proposals submitted to donors and development partners.
Priority Thematic Areas
1. Health & Nutrition
We seek professionals with demonstrated expertise in public health, nutrition, maternal and child health, adolescent health, primary healthcare systems, community health programming, health systems strengthening, disease prevention and control, WASH-health integration, food security and nutrition assessments, SBCC interventions, health financing, and monitoring and evaluation of health and nutrition programs. Experts should possess experience working with government health departments, UN agencies, bilateral donors, INGOs, and development projects focused on improving health outcomes among vulnerable populations. Experience in conducting health assessments, nutrition surveys, operational research, policy reviews, program evaluations, and capacity development initiatives will be highly desirable.
2. Gender & Protection
We are seeking specialists with expertise in gender equality, women’s empowerment, safeguarding, gender-based violence (GBV), child protection, social inclusion, disability inclusion, human rights, protection mainstreaming, gender-transformative programming, and protection assessments. Experts should have experience conducting gender analyses, protection risk assessments, institutional reviews, policy development, organizational capacity assessments, and evaluations of gender and protection interventions. Experience in integrating gender and protection considerations across humanitarian, development, and resilience programs, as well as familiarity with international frameworks and standards, will be considered a strong asset.
3. Climate Change & Disaster Risk Reduction (DRR)
We invite applications from experts specializing in climate adaptation, climate resilience, disaster risk reduction, anticipatory action, disaster preparedness, climate finance, environmental management, ecosystem-based adaptation, risk and vulnerability assessments, hazard mapping, resilience programming, and climate policy. Professionals should possess experience supporting government institutions, humanitarian agencies, and development partners in designing and implementing climate resilience initiatives. Expertise in contingency planning, early warning systems, resilience measurement, climate risk analysis, loss and damage assessments, community-based DRR, and climate governance will be particularly valued.
4. Livelihoods & Social Protection
We seek experts with substantial experience in livelihoods development, economic empowerment, poverty reduction, market systems development, value chain analysis, private sector engagement, entrepreneurship, skills development, cash and voucher assistance, graduation approaches, social protection systems, labor market assessments, and inclusive economic growth. Candidates should demonstrate experience in conducting market assessments, feasibility studies, socio-economic analyses, livelihood profiling, program evaluations, and policy reviews. Familiarity with resilience-building approaches and integration of livelihood interventions within humanitarian-development-peace frameworks is highly desirable.
5. Youth Empowerment & Education
We are interested in engaging professionals with expertise in youth development, employability, skills enhancement, technical and vocational education and training (TVET), education systems strengthening, non-formal education, digital learning, life skills programming, adolescent development, and youth participation. Experts should possess experience in education sector assessments, training needs assessments, curriculum development, capacity building, program design, educational research, and impact evaluations. Experience in designing interventions that improve youth engagement, employability, leadership, and social inclusion will be considered an advantage.
6. Governance, Public Policy & Systems Strengthening
We seek highly qualified professionals with expertise in governance reforms, public administration, institutional strengthening, public policy analysis, decentralization, local governance, public financial management, service delivery systems, social accountability, justice sector reform, public sector capacity building, and organizational development. Experts should have experience conducting governance assessments, institutional analyses, policy reviews, political economy analyses, stakeholder mapping, strategic planning, and evaluations of governance initiatives. Experience working with government institutions, regulatory bodies, donor-funded governance programs, and public sector reform initiatives is particularly desirable.
Minimum Qualifications
Applicants should possess:
Advanced university degree in a relevant discipline.
- Minimum 8–10 years of relevant professional experience in their thematic area.
- Demonstrated experience with international development organizations, UN agencies, donors, government institutions, INGOs, or consulting firms.
- Strong experience in research, assessments, monitoring and evaluation, policy analysis, capacity building, or program implementation.
- Excellent analytical, report writing, and communication skills.
- Proven track record of leading or contributing to donor-funded assignments.

Selected experts may be requested to provide written consent for the inclusion of their profiles and CVs in technical proposals submitted by the Organization to its development partners and funding agencies.
