An international humanitarian and development organization intends to recruit a qualified professional for the position of Manager Projects at its country office in Pakistan. It is an Islamabad-based position but requires extensive travel to field areas nationwide. Under the overall supervision of the Country Representative for Pakistan and close collaboration with national and international staff within the areas of responsibility, the Manager Projects leads Project Cycle Management processes to implement all projects under the area of responsibility. The Manager Projects also ensures that all programmatic information is collected, analyzed, reported and shaped up in future programmatic outlook.

Responsibilities:

Specific responsibilities may include, but not limited to, the following.

  • Development of concept notes and proposals aiming to achieve organizational goals by pursuing country program objectives
  • Coordinate with the project teams and partners to develop program/project work plans and ensure that all plans are implemented timely and effectively thereby achieving promised targets
  • Lead project teams and partner organizations in the development and application of contextually informed implementation strategies
  • Advise project teams and partner organizations on ensuring that all programmatic endeavours adhere to the criteria of inclusion, non-discrimination, gender equality, participation, protection and accountability towards beneficiaries
  • Advise project teams and partner organizations on ensuring that all programmatic activities are executed in ways that beneficiaries and stakeholders are duly involved in all stages of designing and implemented  
  • Lead strategic designing of baseline & endline studies, need assessments, periodic/peer reviews, evaluation activities
  • Support M&E systems to ensure that a) quality and accountability standards are duly adhered to, b) feedback from beneficiaries and stakeholders is systemized and c) results are measured and reported
  • Contribute to strategic reviews, informing and drafting strategic papers/documents for internal and external stakeholders; ensure that programmatic findings and lessons are grasped and assimilated in programmatic designs 
  • Keep track of reporting calendars and prepare high-quality reports to meet internal and external reporting requirements 
  • Research secondary data, analyse and present when and where desired
  • Conduct assessments to select implementing partner organizations; take part in capacity-building activities; review implementing partner organizations’ reports/progress and advise accordingly
  • Capacity building/ training of implementing partner organizations and project staff
  • Data analysis, documentation of lessons and sharing of findings with internal and external stakeholders
  • Coordination/liaison with stakeholders such as government offices, CSOs, INGOs, UN systems, networks etc. and represent the organization when directed
  • Contribute to the development of new project proposals, LFAs, Theory of Change (TOC), M&E plans etc.
  • Nurture diversified partnerships and contribute to expanding organization’s programmatic portfolio and influence
  • In addition to the abovementioned duties, perform tasks to achieve organizational objectives

Eligibility Criteria

  • Master’s degree in economics, sociology, social work, anthropology, or other disciplines relevant to international humanitarian assistance and development cooperation
  • Seven years of progressive experience in humanitarian projects particularly focusing on emergency relief, cash transfer programming, education in emergencies and the well-being of refugees
  • Proven ability to develop concept notes, write reports, collect/collate/analyse data, develop implementation plans and tools
  • Ability to work independently, ability to plan and complete the assigned tasks with minimum supervision
  • Excellent writing and speaking skills in Urdu and English. Knowledge of regional languages will be an asset.
  • Proven technical skills in CBT (eg. MPCA, livelihood restoration) related standards, guidelines and tools
  • Strong skills and experience in monitoring and coaching implementing partner organizations
