Introduction:

The Child Welfare Projects Manager ensures the consistency and implementation of child welfare & Education projects in ICT/ Rawalpindi, Tharpakar and Jamshoro. S/he will directly manage the ICT/RWP project team to achieve the expected results, in coordination with the relevant departments:

  • Supervises all the operations related to his/her activities;
  • Coordinates the implementation of the project within his/her team, as well as with the Program Manager, Country Program Coordinator, MEAL Manager, Head of Mission and relevant stakeholders;
  • Manages his/her program budget and logistics;

The Child Welfare Projects Manager will be part of the SIF-Pakistan team and will be under the line management of the country Program Coordinator. S/he will be in contact with CPC to harmonize and to share tools as well as lessons learnt.

General Objectives:

Objective 1: PROGRAM DEVELOPMENT and IMPLEMENTATION:

  • Develop the Child Protection Policy and related tools.
  • Build SIF’s capacity in the field of child protection.
  • Ensure comprehensive situation analysis and needs assessments.
  • Contribute to writing proposals and concept notes for donors and SIF HQ related to child protection.
  • Collaborate with the Projects Manager on the annual Plan of Action (POA) and contribute to devising seasonal and child welfare projects under the supervision of the Program Manager.
  • Establish strategies and operational measures to effectively respond to child protection and orphan sponsorship needs. Identify issues and define alternative initiatives.
  • Provide guidance and direction for effective planning, implementation, and monitoring of plans and budgets, ensuring compliance with international and national child protection standards.
  • Work closely with inter-departmental functions for program management to ensure timely coordination and compliance with various stages in Project Cycle Management.
  • Regularly coordinate with the country Program Coordinator- CPC to ensure the timely implementation of activities.
  • Collaborate with project teams to develop and review operational SOPs for childhood and orphan sponsorship activities.
  • Lead coordination efforts with government authorities and partners involved in child protection and orphan sponsorship projects.

Objective 2: TEAM COORDINATION:

  • Ensure daily coordination with all relevant staff members.
  • Identify capacity gaps within the team and ensure necessary capacity-building initiatives.
  • Maintain effective communication and coordination within the team, including regular weekly and monthly meetings, and report to the Country Program Coordinator-CPC.
  • Establish a feedback mechanism for different sectors and staff regarding issues arising in the field.
  • Resolve conflicts (personal and professional) within the team and inform the CPC as necessary.

Objective 3: MONITORING:

  • Develop forms and records to document seasonal and childhood program activities and measure their impact, in coordination with the MEAL team.
  • Archive all project data, including activity reports, assessments, completion reports, photos, and IEC materials. Update project PMPs and activity reports.
  • Conduct regular field visits to monitor the implementation of activities.
  • Identify opportunities and constraints and adjust activity implementation accordingly.
  • Develop monitoring and reporting mechanisms at various levels, including data collection for advocacy, qualitative measures for program development, and information for donor reports.
  • Create new monitoring and evaluation tools in close coordination with the MEAL unit.
  • Hold planning and progress review meetings with government counterparts and other relevant child protection partners.
  • Develop training programs and assist in capacity-building for staff and partners.
  • Escalate any delays or risks to the Country Program Coordinator or Head of Mission in a timely manner.
  • Ensure quality metrics are established and measured.
  • Implement a feedback system for beneficiaries.

Objective 4: Reporting:

  • Report directly to the Country Program Coordinator:
  • Provide regular reports on activities, including weekly updates and beneficiary data (segregated by age, gender, needs, and vulnerability).
  • Centralize all field information and consolidate quantitative and qualitative internal monthly activity reports.
  • Ensure timely data collection and update HQ’s databases for data management and donor reporting, ensuring beneficiary data protection through proper procedures.
  • Prepare intermediary and final narrative reports in SIF’s reporting format, as per the reporting requirements.

Objective 5: LOGISTICS:

  • Participate in the development of project procurement plans, adhering to procurement thresholds and processes.
  • Support the management of local contracts for goods and suppliers related to activities.
  • Plan and coordinate vehicle movements and needs for the program.
  • Work closely with the logistics team to follow up on project-related procurements, process approved purchase requests, and support the country logistics manager in developing derogations for child protection and orphan sponsorship project activities.

Objective 6: BUDGET FOLLOW-UP:

  • Serve as the Project Budget Holder and oversee the effective financial management of the program’s grants and activities, with support from the CPC.
  • Monitor and approve budget expenditures based on the program’s budget follow-up.

Objective 7: REPRESENTATION

  • Represent SIF in meetings with government officials and other stakeholders, advocating for child protection program goals and objectives, and liaising with major partners on policies.
  • Collaborate with other institutions and organizations working on child protection-related programs.
  • Represent SIF in coordination with local authorities in the area of intervention on all matters related to child protection, in collaboration with the CPC.
  • Represent SIF in child protection and child welfare working groups at the national level in Islamabad.

Position Type/Working Hours:

  • This is a full-time position with 40 working hours per week. Occasional evening and weekend work may be required as job duties demand.

Minimum Requirements and Competencies

Education

  • University degree in Social Sciences, Education, Psychology, Public Policy, MBA with focused on Public sector management or any other relevant field.

  • Good knowledge of the Convention on the Rights of the Child and the Child protection Minimum Standards

Experience

  • Minimum 7-10 years of experience in development sector, with minimum 5 years of experience of working on Education, child protection projects, child welfare and, if possible worked in food security and livelihoods.
  • Experience in project cycle management and proposal writing.
  • Demonstrated Results-Based Management and leadership skills, including monitoring and reporting, managing budgets, as well as database management.

  • Proficiency in local languages (e.g., Urdu, Pashto, Brahui, Balochi) is highly desirable.

  • Knowledge of the operational and logistical aspects of food distribution in educational settings.
