Programme Overview

Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).

Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:

Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.

Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.

Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.

Position Summary

The Project Associate for the E4H Programme will provide essential operational, financial, and procurement support to ensure the effective and efficient implementation of the project. Serving as a key liaison between corporate services and the project team, the incumbent will facilitate communication, assist in the development and maintenance of work plans, and support the preparation and presentation of internal and external reports, ensuring that all deliverables meet the required standards.

Responsibilities

Project Management (Operations):

  • Serve as a liaison between corporate services and the project.
  • Support project staff in mandatory Palladium training.
  • Assist in the development and maintenance of project work plans.
  • Assist and support the development and presentation of internal and external reporting (for example: quarterly Internal Project Reviews (IPRs), project risk assessments, annual reviews, and client deliverables) and ensure these outputs are fit for purpose.
  • Coordinate with FM UK team and prepare cost accruals and revenue accruals for monthly submission also ensure working and documentation is complete.
  • Ensure new project staff workforce mapping is complete and relevant PLC are mapped in the system.
  • Ensure project registry is updated and all contracts and technical documents are uploaded.
  • Ensure corporate surveys, Sustainable Business Project Action Plan & KPIs and Safeguarding risk assessment tools are UpToDate and on schedule.

Financial Management:

  • In collaboration with Finance establish project account codes, ensuring they are fit for purpose and meet client’s and project’s requirements for cost allocation, monitoring and evaluation, and value for money (VFM) reporting.
  • Ensure and Assist PM the project financial calendar is adhered to.
  • Review cashbooks / field vouchers and ensure supporting documentation is complete.
  • Preparation of FCDO invoices, variance analysis, KPIs analysis, invoice narrative, timesheets review and ensure supporting documents compliance for submission to FCDO and resolve any query from FCDO related to invoices.
  • Assist in preparation of the monthly internal forecast and ensure the internal forecast is uploaded accurately on the Palladium system.
  • Review and maintain timesheets for all staff including partner staff.

 Procurement, Sub-Contractor Management:

  • Assist in undertaking due diligence of partners in the Touchstone system.
  • Asist in quality of field procurement; ensuring compliance with company anti-corruption and due diligence processes.
  • Coordinate the processing of service provider work orders and invoices.
  • Review monthly partner invoices and prepare PAFs for submission to AP before the monthly deadline.
  • Preparation of partner subcontracts, amendments and budget tracking.
  • Updating HRC for incoming and outgoing staff change in supervisor.
  • Maintain the Subcontractor and Consultant registry, ensuring that all contracts are uploaded and kept up to date.

Any other duties assigned by Supervisor or CEO – Palladium Pakistan.

Reporting/Supervision

The Project Associate will report to the Programme Manager – E4H.
