Term of Reference for Consultancy Services
Secours Islamique France is seeking an experienced Pakistani national consultant/institute/ firm for conducting Vocational Skill Training for Afghan Refugees in Targeted Districts
(Mardan, Swabi Nowshera, Malakand, Buner, Upper / Lower Dir, Mansehra, Haripur & Chitral).
1. Background
Secours Islamique France (SIF) is an International Non-Governmental Organization devoted to international solidarity, and social and humanitarian causes in the fields of humanitarian assistance and development aid, both in France and in the world. In Pakistan, SIF started its operations in 2010 and is currently working through its offices in, Khyber Pakhtunkhwa, Baluchistan Punjab & Sindh provinces. The main focus areas are sustainable livelihoods, water and sanitation, orphans’ welfare, and disaster preparedness. Secours Islamique France (SIF) is registered in Pakistan and has signed MOU with MOI Pakistan.
2. Project Methodology
SIF is currently implementing a “livelihood Improvement and Economic Inclusion” project funded by UNHCR which will serve Afghan refugees living in targeted RVs of Districts Swabi, Buner, Malakand, Nowshera, lower Dir, Upper Dir, Chitral, Haripur, Mansehra and Mardan, and urban areas of the mentioned Districts in KP. Through proposed project activities, vocational skill training will be imparted through technical and training consultants/institutes/firms, who will train 90 men and women beneficiaries from the mentioned districts and urban areas in the below trades however, are not limited to:
Mobile Repairing, UPS & solar panel installation, Hand Bag Making, Plumbing, Gems and stones faceting and crafting, Beautician, Fashion designing, Adda work, Hand embroidery, Gabba Work, Jewelry Making, Heavy Machinery, Digital Marketing, Home Textile, Motor-bike Mechanic and Auto Electrician in the targeted districts. The basic objective of the project is to provide decent work for refugees that are created through livelihood programming and the establishment of sustainable market linkages thus empowering the target beneficiaries.
2.1. Project’s Specific Objectives:
Refugees and asylum seekers have increased access to sustainable livelihood opportunities and economic inclusion.
Terms of Reference
The consultants/institutes/firms /Technical and vocational training institutes will be responsible for imparting vocational skill training courses and will ensure the delivery of quality services in identified /proposed trades through available training modules. The offered consultancy will serve the purpose of skills training to 90 Men and Women from the Afghan communities residing in different allocated refugee villages /urban areas of district Mardan Nowshera Swabi, Buner, Malakand, Upper /Lower Dir, Haripur, Mansehra and Chitral of Khyber Pakhtunkhwa. The duration of the course will be 3 months in which the beneficiaries will learn through theoretical and practical learning approaches. The Consultant will be responsible to facilitate /conducting the training in the Vocational Training institutes registered with Trade Testing Board (TTB) in their respective districts.
The following tasks are mentioned below:
3.1. Scope of Work: Vocational skill training (conduction and delivery)
- Provision /Submission of approved modules and course contents against proposed trades at the time of signing of the agreement.
- Incorporation of suggested contents by SIF as per requirement / if necessary.
- Submission of detailed training delivery plan, approach, and methodology leading to job placement and entrepreneurship with all logistic details.
- Technical Services Provider (TSP) ensures 100% trainees’ registration with any Govt. approved certification agency; preferably Trade Testing Board-TTB.
- Technical Services Provider (TSP) will provide support in job placement/enterprise development of the trained youth with the collaboration of relevant industries/ existing Chamber of Commerce and other potential stakeholders.
- Submission of all kinds of related MOVs (each training report, High quality pictures & attendance sheets, etc.)
- Provision of consumable and non-consumable material during practical work as per the requirement of the course.
- The selected firm/consultant will be responsible to get the beneficiaries produce fine quality products for various exhibitions/expo/events etc.
- Ensure timely certification of beneficiaries from the Trade Testing Board (TTB) or National Vocational & Technical Training Center (NAVTTC).
- Trainees’ assessment reports on monthly bases for a better outcome.
- Pre and Post assessment of the trainees.
- Successful completion of 3months of training and submission of performance-based Training reports.
4. Deliverables:
- Submission of approved modules properly designed version with SIF and Donor visibility and course contents.
- Provision of trainees certification from government-authorized institutes at the end of the training period.
- Final Training Report (each trade training report, quality pictures (Before, During & After))
- Provision of final products (that are made both during the trainings’ practice and for the exhibitions/display centers/outlets).
5. Timelines for Deliverables:

6. Payment Structure:
The consultant will be paid for technical assistance for undertaking the assignment according to the submission and approval of the set deliverables.

7. Qualifications of the Consultant
- The applicant / TSP must be a government-registered institute preferably NAVTTC, Technical Education and Vocational Training Authority (TEVTA).
- The applicant/ TSP must have their own training tools, and essential material required for training as per proposed trades.
- TSP must share their registration status of applied trades as per advertisement.
- TSP would create an inclusive environment.
- The applicant / TSP has experienced faculty in particular proposed trades.
- The applicant / TSP must have more than 5 years of experience to work on the same nature of assignments particularly, with Afghan refugees will be preferred.
- The institute must have extensive experience in the Development sector for conducting different vocational Training.

Proposals will be submitted via Courier or by hand, addressing SIF Logistics Department”, House. No. C-24/1, Circular Road, University Town, Peshawar (0332-5222367).
- Deadline for submission of proposal is 27th April, 2025 and no offer will be accepted after the deadline.
- A financial offer for completion of the required tasks/trade/course, including; Training fee (all-inclusive, Course fees, operational expenses, etc. And taxes. Practical Work/ Course Material.
- Exam registration fee with approved certification body i.e., National Training Bureau (NTB), TTB (one time).
