Organizational Context and Scope:

Under the umbrella of a multi-year Consortium, IOM works to ensure the safety, dignity, and rights of populations in situations of displacement, conflict, and vulnerability. As part of its climate resilience and humanitarian efforts, it is crucial to integrate gender-based violence and women’s participation into all programmatic activities, ensuring that IOM’s response is provided in a way that ensures gender equality, meaningful access and fosters the participation and empowerment of women and girls.

Under the technical supervision of the Programme Officer (GBV), the overall supervision of the National Protection Officer and the direct supervision of the Climate Resilience Field Team Leader in Sukkur, and in collaboration with relevant units, the Senior Project  Associate (WPP and GBV) will be responsible for supporting the coordination and implementation of GBV and women’s participation efforts in Sindh.

Responsibilities and Accountabilities:

 

  1. In close coordination with the Programme Officer (GBV), support the planning, implementation, monitoring and reporting of IOM’s Women’s Participation Project (WPP) activities in Sindh.
  2. In consultation with the Programme Officer (GBV), assist in verifying that WPP and GBV interventions in Sindh adhere to best-practice principles and GBV minimum standards.
  3. Act as Focal Point for the planning, logistics, and implementation efforts for WPP and GBV activities in Sindh, including preparation of training, workshops, data collection, assessments, workplans, field visits and other activities, in close coordination with SNFI, WASH, Livelihoods and other Consortium partners.
  4. Support the monitoring the work of implementing partners (IPs) working on WPP by providing logistical, administrative, technical and financial support, and helping maintain that all relevant documentation is accurately completed, submitted and stored.
  5. In close coordination with the Programme Officer (GBV), contribute to continuously strengthen the capacities of field staff by providing technical guidance and training sessions on women’s participation, GBV, safe referral pathways and other relevant topics, and supporting the development, informal translation and roll-out of training packages.
  6. Monitor gender and GBV trends, gaps, and needs in target locations and provide technical support to SNFI, WASH, Livelihoods and other consortium partners.
  7. Liaise and coordinate with Consortium partners, external service providers and relevant authorities, including participating in relevant meetings to coordinate and maintain effective working relationships with relevant stakeholders, including community leaders.
  8. Monitor that all reporting tools and templates are updated in a timely manner, duly submitted and routinely shared with relevant staff.
  9. Support the Humanitarian, Resilience and Recovery Division (HRRD) and the Protection Unit with other tasks and activities as requested, including but not limited to conducting field visits, and organizing key informant interviews (KIIs), focus group discussions, awareness raising sessions and other activities.
  10. Assisting with other tasks, as needed.

Required Qualifications and Experience:

EDUCATION:

  • High School Degree with 6 years of experience; or,
  • Bachelor’s degree in development studies, political sciences, social sciences, gender studies, law, human rights or other relevant field from an accredited academic institution with 4 years of relevant professional experience.

EXPERIENCE:

  • Extensive experience supporting gender-based violence (GBV), gender equality and women’s participation activities, including working in direct contact with beneficiaries.
  • Strong experience in implementing gender programmes in protracted displacement context.
  • In-depth understanding of the gender and GBV dynamics in Sindh, its challenges, priorities and existing referral pathways, and demonstrated knowledge of principles applying to safe referrals.
  • Experience in liaising and coordinating with external actors and relevant service providers.
  • Good experience in providing technical guidance and capacity building on GBV, gender, case management, child protection and other cross-cutting issues.

SKILLS:

  • Understanding of critical issues around data protection principles and knowledge of safe, confidential and ethical data collection, processing and analysis.
  • Advanced computer skills and literacy (MS Word, Power Point) and proficiency in Excel.
  • Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan

Languages:

REQUIRED

External applicants for all positions are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and Urdu is required (oral and written).
