Overview of the Assignment:
Pathfinder International, in partnership with UNFPA and the Sindh Human Rights Commission (SHRC), seeks a qualified Consultant to support the rollout of the Roadmap for the implementation of the Domestic Violence (Prevention and Protection) Act, 2013 in Sindh Province. The consultant will provide technical support, legal expertise, and capacity-building support to relevant provincial and district-level stakeholders.
Key Responsibilities:
- Conduct a legal review of the DV Act and Rules of Business.
- Identify legal and institutional gaps and propose actionable reforms.
- Lead stakeholder consultations at the provincial and divisional levels.
- Review and update operational guidelines and SOPs for One-Stop Protection Centers (OSPCs).
- Align activities with the Consultant developing the Costed Implementation Plan.
Deliverables include:
- Legal & Institutional Assessment Report
- Priority Action Checklist
- Advocacy Brief
- Revised OSPC Guidelines and SOPs
- Final Implementation Plan
Eligibility Criteria:
- Master’s degree in Law, Public Administration, Social Sciences, or related field.
- At least 5 years’ experience in gender, human rights, or social development.
- Proven ability to work with government and civil society stakeholders.
- In-depth understanding of the DV Act Sindh 2013 and its implementation landscape.
