Position Objectives:

  • Under the supervision of the Program Manager (PM) Health & WASH at PHQ-MAs and Assistant Director (AD) CVA at NHQ, the CVA Officer will provide technical, operational, and coordination support for the implementation of Cash & Voucher Assistance (CVA) under the interventions in Health, WASH, and MPCA. The position ensures healthy targeting, data management, digital payments, financial reconciliation, reporting, and accountability, in line with PRCS, IFRC, and NoRC standards.

Specific Duties, Responsibilities, and Accountabilities:

  • CVA Program Implementation

Plan and support CVA disbursements (cash, vouchers, and multipurpose cash) ensuring compliance with PRCS, partner, and donor requirements.

Support in market assessment, engaging with FSPs and vendor selection, and promote accountability in all program cycle.

Able to undertake risk analysis related to the cash intervention and contribute to the development of mitigation measures.

Ensure a coordinated, integrated and collaborative approach is undertaken in the area of Cash with other sector leads.

Ensure accurate beneficiary identification, registration, and targeting in coordination with project teams.

Ensure gender-sensitive, inclusive, and conflict-sensitive approaches in all CVA activities.

Mobilize CVA volunteers and ensure presence on point of sale/cash collection or retail services in order facilitate beneficiaries in cash collection process.

Record beneficiary’s complaints and address through proper feedback mechanism.

Data Management & Accountability

Manage CVA data collection, validation, storage, and reporting systems in line with data protection and safeguarding standards.

Regularly synchronize, verify, and update beneficiary and payment records in the payment database.

Support Post Distribution Monitoring (PDM), complaints and feedback mechanisms (CFM), and integrate findings into program improvement.

Produce CVA-related dashboards, reports, and visualizations for internal teams, coordination forums, and donor.

Financial Coordination & Reconciliation

Liaise with the district staff of Finance and Financial Service Providers (FSPs) and agents to ensure timely, accurate, and transparent cash disbursements.

Support reconciliation of disbursed vs. received funds and provide troubleshooting for payment discrepancies.

Ensure strong linkage between programmatic CVA processes and financial/accounting systems for transparency and audit readiness.

Capacity Building & Coordination

Train and coach field staff, volunteers, and community committees on Cash disbursement processes aligned with standards SOPs, and accountability mechanisms.

Represent PRCS at relevant forum functioning at District level.

Other Responsibilities

Support integrated emergency response activities (Health, WASH, MPCA) including rapid needs assessments and early recovery planning.

Undertake any other tasks assigned by the PM/AD CVA to ensure timely and effective delivery of ECHO-funded interventions.

 

Education

 

•  Master’s degree in social sciences, Project Management, Development Sciences, Business Administration or related field.

•  Additional certification in CVA, humanitarian response, or digital cash systems is an asset.



Experience

 
  • Minimum 3 years’ experience in humanitarian/emergency programs with a focus on Cash & Voucher Assistance (CVA/MPCA).

  • Proven experience working with digital payment systems/FSPs and financial reconciliation.

  • Demonstrated experience in market assessments, PDMs, and accountability mechanisms.

  • Experience with the Red Cross/Red Crescent Movement and/or EU/ECHO-funded projects is a strong advantage.

  • Experience coordinating with government, humanitarian partners, and local stakeholders.

 

Skills / Knowledge

 
  • Strong knowledge of CVA/MPCA programming, SOPs, and accountability frameworks.

  • Proficiency in MS Office (Excel, Word, PowerPoint) and data tools (e.g., Kobo, RedRose, Comm Care, ODK).

  • Excellent analytical, reporting, and data visualization skills.

  • Strong interpersonal, communication, and coordination abilities.

  • High integrity, accountability, and commitment to humanitarian principles.

  • Language skills: Fluent in Pashto, Urdu, and English (spoken and written).

Maximum age limit, up to 40 years.

 

Extensive travelling/travel to field locations as required
