Terms of Reference (TOR)

Consultancy for Development of Educational Videos on ICOPE and NCD Care for Community and Primary Health Care Settings.

 

1. Background

The Foundation for Ageing and Inclusive Development (FAID) is a leading national nonprofit organization registered under Section 42 of the Companies Act, 2017 with the

Securities and Exchange Commission of Pakistan (SECP). FAID is dedicated to advancing

the rights, dignity, and well-being of older people and other vulnerable groups by

strengthening health systems, promoting social protection, and fostering community

participation. FAID has served as a technical partner to the Federal Ministry of Health

and the World Health Organization (WHO) in developing Pakistan's National Healthy

Ageing Framework and contextualizing the WHO Integrated Care for Older People

(ICOPE) guidelines for use in Pakistan. Under the HelpAge International / SIDA-funded ALIGN Project (Action for Local and Global Investment in NCD and Integrated Health and Care Approaches), FAID is implementing a comprehensive set of activities to integrate WHO’s ICOPE and noncommunicable disease (NCD) care into facility and community settings in District Nowshera, Khyber Pakhtunkhwa. Integrated Care for Older People (ICOPE) is an approach developed by the World Health Organization (WHO) to address diverse health and care needs of older people in a person-centered manner. ICOPE focuses on maintaining and preventing declines in the intrinsic capacity of older people to enable the promotion of functional ability, supporting healthy aging and improved quality of life. As part of this initiative, FAID to support capacity building and awareness among health workers and stakeholders, a set of seven short educational videos will be developed which will support implementation of WHO’s ICOPE approach within Pakistan’s primary health care system and community based older people’s support structures. These videos will explain key aspects of ICOPE and NCD care, with practical guidance for use by primary health care providers and community-based facilitators. For this purpose, FAID seeks to hire a qualified consultant to develop educational videos on Integrated Care for Older People (ICOPE) and Non-Communicable Disease (NCD) care.

2. Objective

The objective of this consultancy is to design and develop seven concise, high-quality educational videos that clearly explain priority ICOPE domains and NCD care pathways, tailored to the local health system context and target audience.

3. Scope of Work

The consultant will be responsible for the following tasks:

  • Review relevant documents, guidelines, and materials on ICOPE and NCD care.
  • Develop a clear concept and structure for each of the seven videos.
  • Draft detailed scripts/storyboards for all videos, ensuring technical accuracy and clarity.
  • Ensure content is contextualized to local health systems and appropriate for the intended audience (e.g., primary healthcare workers, program managers).
  • Produce or support the production of the videos (including narration, visuals, animations, or graphics as agreed).
  • Incorporate feedback from the contracting organization and relevant stakeholders.
  • Deliver final, edited versions of all videos in agreed formats.
  • Ensure all content is aligned with WHO ICOPE guidelines, tools, and terminology.
  • Revise content based on feedback from FAID and at least one round of review by technical stakeholders.

4. Deliverables

The consultant is expected to deliver:

  • Inception report/workplan outlining approach and timeline
  • Scripts and/or storyboards for 7 short educational videos
  • Draft versions of all videos for review
  • Final versions of 7 educational videos (each of 3-5 minutes unless otherwise agreed) with auditable source files including project files, graphics etc, any accompanying materials, if required (e.g., captions, transcripts)

5. Duration of the Assignment

The consultancy is expected to be completed within 40 days from the date of signing the contract including review and revision cycles.

6. Reporting and Coordination

The consultant will work under the supervision of the ALIGN project coordinator and FAID’s Communication officer. Regular progress updates will be required.

7. Required Qualifications and Experience

Master’s degree in media studies, film production, visual communication, public health communication, or a related field (or equivalent professional experience). Proven experience in developing short educational or training videos for organizations. Strong skills in video scripting, storyboarding, filming, editing, and post-production. Experience using professional video editing and animation software (e.g., Adobe Premiere Pro, After Effects, Final Cut Pro, or similar). Experience working with NGOs, donors, or public health programs is an advantage. Familiarity with public health, ageing, or NCD-related communication is highly desirable.

8. Intellectual Property

All materials developed under this consultancy will remain the intellectual property of FAID with full rights for reproduction, adaptation, and use for training and advocacy purposes.
