Job purpose

The technical person will work in a cross-functional and integrated manner with differentNS technical units and partner  programme coordinator,ensuring close cooperation with relevant reference centres (e.g. Red Cross Red Crescent Climate Centre, Anticipation Hub),Partner National Societies,and other Movement/non-Movement partners to ensure proper implementation of the Climate Change Adaptation project

Job duties and responsibilities

Support the effective management and implementation of the CCA Programme including leading the implementation of Climate Adaptation Journey with the National Society and the formulation of the Locally led adaptation actions at community level.

1.       Lead the implementation of the key programme activities of the project phase 1.

1.1   Lead the implementation of the Climate Adaptation Journey with the National Society

  • Lead the elaboration of national climate risk assessment and climate risk screening of programmes and operations
  • Lead the elaboration the Climate Adaptation Strategy with the technical working group, leadership and partners
  • Support the management of the climate adaptation technical working group, ensure the elaboration of a work plan, active participation of members
  • Closely collaborate with the Red Cross Red Crescent Climate Center, country delegation, supporting the Climate Adaptation Journey
  • Identify and coordinate with technical external stakeholders from the government (Ministry of Climate Change, Global Change Impact Study Center…), civil society organizations with the knowledge and expertise to support the NS in the implementation of the climate adaptation journey
  • Organise the required technical workshop(s) to develop the national climate risk assessment, climate risk screening of programme and operation at national and provincial level.

1.2   Lead the assessment and formulation of the locally led adaptation proposal

  • Identify the programme target province and communitiesto implement the locally led adaptation actions,using the Climate Risk assessment.
  • Implement the Enhanced vulnerability and capacity assessment (EVCA) at province and community level to identify the climate impact and locally led adaptation actions.
  • Identify and select the staffs and volunteers with different technical skillsto support the Enhanced vulnerability and capacity assessment.
  • Strengthen the capacities of staffs, volunteers, and community CCA committees’ members to undertake the enhanced vulnerability and capacity assessment especially on the integration of the climate change adaptation component.
  • Prepare the EVCA report and recommendations for the locally led adaptation actions.
  • Organise the writeshop to present the EVCA report and formulate the locally led adaptation proposal.
  • Develop the locally led adaptation project proposal including activities, budget, human resources and logistic needs and submit the proposal to Country delegation for review.
  • Ensure the integration of inputs and close coordinationwith different technical units and Climate Centre focal points.

2.       Programme Management

2.1   Administrative, finance and logistics management

  • Develops the activities budgets, ensure effective resource allocation and financial reporting of project operational advance and
  • Ensure the integrity of financial, administrative and logistic procedures and the consistent application of PRCS and donorsrules and procedures related to project activities.
  • Identify HR need in collaboration with project coordinator and support the recruitment of staffs and volunteers needed for the project and activities implementation.
  • Support the development of contracts with relevant consultant and suppliers to implement project activities.
  • Mobilizes the logistical resources necessary for the implementation of programme following PRCS logistics rules and regulations

2.2   Planning, monitoring, and reporting and communication

  • Develop and regularly update the project and activities implementation action plan
  • Developa detailed plan to monitor, track and evaluate the progress of related activities, trainings,and project indicator.
  • Develop the monthly, quarterly narrative report of activities and indicators progress.
  • Provide quality inputs into narrative and financial reports for the donor.
  • Ensure the collection of photos and videos of key activities for internal and external communication and reporting

2.3   Coordination with provincial offices, other technical Units,  country delegation and other stakeholders

  • Coordinate with provincial offices and sub-offices to initiate, plan and implement project activities
  • Coordinate with other technical unit to support the initiation, planning and implementation of project activities related to their technical expertise.
  • Coordinate responsible for the management and implementation of the  CCA project
  • Coordinate ensure activities are delivered on time within the stipulated time, scope and budget. 
  • Oversee implementation of related project activities in target communities, ensuring delivery within agreed quality standards.
  • Coordinate with relevant internal and external parties for the flawless execution of related activities
  • Provide technical support as requested, connecting to and collaborating with other relevant technical leads as needed, whether at regional and/or global level.

Other tasks

  • Constantly applies the concept of Gender and social integration, Communication with Beneficiaries, protection of children, anti-corruption in all aspects of the project.
  • Regularly visits the field and facilitates project activities when necessary.
  • Perform risk management analysis to reduce project risks.
  • Report and escalate any risks or challenges when necessary .

Relevant post-graduate university degree in climate change adaptationor equivalent studies

Basic Red Cross Red Crescent Training Course: World of Red Cross, corruption prevention for managers, saying no to sexual misconduct, Stay safe, equivalent knowledge/training

07 years’ experience in managing community led climate change adaptation/disaster risk reduction/ resilience strengthening projects including programmatic and financial aspects.

 Experience working with Red Cross and Red Crescent National Societies will be advantage.

Experience in coordinating and building coalition with multiple stakeholders, including national authorities and other humanitarian actors
