Job Title:  Program Officer Shelter - Flood Recovery Program

Position Objective:

We are seeking a highly skilled and experienced Shelter practitioner to join our team at the in Islamabad. The Officer Shelter will be responsible for planning and implementing shelter activities related to the construction of permanent houses under the Flood Recovery Program. Reporting to the Program Manager WASH, Shelter, and Construction, the incumbent will play a crucial role in ensuring safe and resilient shelter solutions for flood-affected communities.

 

Specific Duties, Responsibilities, and Accountabilities:

  • Collaborate with the Program Manager WASH, Shelter, and Construction in designing and implementing comprehensive shelter strategies and interventions for the Flood Recovery Program.
  • Conduct assessments and surveys to identify shelter needs, vulnerabilities, and preferences of flood-affected communities.
  • Develop detailed shelter plans, including the design, construction, and management of permanent houses in compliance with relevant building codes and standards.
  • Coordinate with government agencies, contractors, and other stakeholders to ensure the timely and cost-effective implementation of shelter construction activities.
  • Oversee the procurement of construction materials and equipment, ensuring their appropriate storage, distribution, and utilization.
  • Provide technical guidance and support to field teams, contractors, and community members involved in shelter construction activities.
  • Monitor and evaluate the progress and quality of shelter construction projects, conduct site visits, and implement corrective measures when necessary.
  • Ensure the integration of disaster risk reduction and resilience-building principles in shelter design and construction.
  • Collaborate with relevant authorities and agencies to obtain necessary permits and approvals for shelter construction projects.
  • Prepare regular progress reports, including financial documentation, in compliance with organizational and donor requirements.
  • Stay updated on emerging trends, innovations, and best practices in shelter construction and contribute to the development of innovative approaches and strategies.
  • Any other duties as assigned by the Management.

Education

Bachelor’s degree in relevant field / Diploma of Associate Engineering (DAE).

Experience

Minimum 3 years of experience in planning and implementing shelter construction projects, preferably in post-disaster or post-conflict settings.

Skills / Knowledge required

-       Strong knowledge of shelter design, construction techniques, and building codes and standards.

-       Experience in conducting assessments, surveys, and data analysis for shelter-related programs.

-       Familiarity with disaster risk reduction and resilience principles in shelter construction.

-       Excellent project management skills, with the ability to plan, coordinate, and monitor activities effectively.

-       Proven ability to provide technical guidance and support to construction teams and contractors.

-       Strong analytical and problem-solving skills, with attention to detail.

-       Excellent communication and interpersonal skills, with the ability to work collaboratively with internal and external stakeholders.

-       Proficiency in using relevant software for shelter design and project management.

-       Fluency in English and Urdu is required. Knowledge of local languages spoken in flood-affected areas is an advantage.

Age Limit

Maximum Age limit upto 40 Years

Travelling :Willingness to travel occasionally to project sites and field locations as required.
