Relevant Experience:

Post-Graduation in Human Nutrition/ Social Sciences or Management Sciences with 5-76 years of relevant experience with NGO/INGOs

Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, use of ICT for M&E, and developing M&E and/ performance monitoring plans.

Experience in planning and managing surveys.

Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.

Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.

Professional proficiency in English and Local Languages (Pashto, Urdu) speaking ability.

Job Description:

• Development of a robust M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing MEAL and/ performance monitoring plans that will ensure tracking of project results at different level (outputs, outcomes, and impact).
• Develop and disseminate relevant M&E tools, systems, procedures, formats, and dashboards.
• Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
• Ensure appropriate training and supportive supervision of all staff in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEAL Plan.
• Support the preparation and review of regular project reports in collaboration with program/project staff.
• Work closely with staff to establish and implement their internal MEAL systems, M&E plans, and data quality management.
• Conduct and manage Routine Data Quality Assessments and implement corrective actions to improve data quality and accountability of staff.
• Create a learning agenda and implement a system designed to identify lessons learned and disseminate timely information; and produce learning products.
• Review, Compilation and submission of all Monthly activity Progress reports (Qualitative and quantitative).
• Develop Terms of Reference (ToR) outlining the objectives, methodology, sampling approach and other necessary details for the study to be conducted internally or by a consultant and oversee the logistics of data collection and data management and ensure adequate resources are available.
• Design questionnaires for monitoring purposes and apply the different interview techniques (structured/semi-structured)
• Conduct regular site visits or when required to monitor and assist team in the data collection process to ensure data quality.
• Develop TOR for internal and external baseline survey, mid-term evaluations, final evaluations and frame the different types of study questions such as barrier analysis, market analysis, Knowledge, Attitudes, and Practices Surveys (KAP).
• Make a comprehensive situation analysis to inform an evaluation.
• Identify the needed resources for evaluation, such as information, expertise, personnel, instruments, and budget.
• Manage the administrative and logistic process of evaluations involving external evaluators.
• Train and supervise data gathering of internal performance evaluation and design and synthesize the findings from participative evaluation techniques (actively involving affected communities in the evaluation exercises).
