Pakistan remains one of the world's leading examples of successful market-led scaling of biofortified wheat. Five biofortified zinc wheat varieties have been released by national and provincial governments, and millions of farmers are now cultivating them. Today, over 45% of the country's wheat cropping area is planted with biofortified zinc wheat, making Pakistan a global success story in the large-scale adoption and commercialization of biofortified crops.
In Pakistan, HPS aims to expand the adoption and commercialization of biofortified crops and other nutrition innovations through strategic partnerships, private sector engagement, and catalyzing market led systems.
2. Purpose of the Position
The Country Manager – Pakistan will lead the strategic, operational, and programmatic presence of HPS in Pakistan. The role is responsible for advancing HPS's mission by building and managing strategic partnerships, scaling innovative solutions, strengthening market systems, and ensuring the effective implementation of high-impact programs.
The Country Manager will also support donor engagement and cultivate strong relationships with development partners, government institutions, and other key stakeholders to strengthen resource mobilization efforts and expand HPS's portfolio in Pakistan.
3. Key Responsibilities
A. Strategic Leadership
● Develop and implement the country strategy aligned with HPS global priorities. ● Identify opportunities for sustainable scaling of biofortified crops and nutrition-focused innovations.
● Position HPS as a key player in Pakistan’s agriculture, nutrition, and food systems landscape.
B. Program Development & Management
● Lead the design, implementation, and monitoring of programs and projects. ● Ensure delivery of high-quality results within timelines and budgets.
● Integrate innovation, sustainability, and market-based approaches into all initiatives. C. Partnership Development
● Build and maintain strong relationships with:
- Government agencies and ministries
- Private sector actors (seed companies, agri-businesses, food processors) o NGOs and development partners
- Research institutions
● Facilitate public-private partnerships to accelerate commercialization of biofortified crops and other nutrition innovations.
D. Market Systems & Commercialization
● Promote scalable business models for biofortified crops and other nutritious products.
● Support value chain development, including production, processing, and distribution.
● Identify and unlock investment opportunities.
E. Resource Mobilization
● Lead fundraising efforts, including proposal development, and donor engagement.
● Identify new funding streams from bilateral, multilateral, and private sector sources.
● Strengthen HPS’s financial sustainability in Pakistan.
F. Team Leadership & Operations
● Provide leadership in the overall running of the HPS Country programme by ensuring that the staff working under the various programs/projects operate in a cohesive and integrated manner
● Provide an overall leadership to the HPS network entity’s country office and team.
● Foster a high-performance, inclusive, and accountable work culture.
● Ensure compliance with HPS policies, donor requirements, and local regulations.
G. Monitoring, Evaluation & Learning (MEL)
● Oversee performance tracking and impact measurement.
● Ensure evidence-based decision-making and adaptive management. ● Document and disseminate lessons learned and best practices.
H. Representation & Advocacy
● Represent HPS in national and international forums.
● Advocate for policies to create an enabling environment for programmatic success and sustainable approaches for nutrition-sensitive agriculture and biofortification.
● Strengthen HPS’s visibility and thought leadership in Pakistan.

● Country strategy and annual work plans.
● Successful implementation of programs with measurable impact.
● Strong partnership portfolio across sectors.
● Increased adoption and commercialization of HPS-supported innovations. ● Funds mobilized to support scaling initiatives.
● Regular technical, financial, and progress reports.

5. Required Qualifications & Experience
Education
● Master’s degree or higher in Agriculture, Economics, Public Health, Business Administration, Development Studies, Nutrition, or a related field.
Experience
● Minimum 10–12 years of relevant experience in agriculture, food systems, private sector, or development sectors.
● Proven experience in program design, management, and strategic leadership. ● Strong track record in private sector engagement and market systems development. ● Experience working with donors and managing multi-stakeholder partnerships. ● Ability to build effective partnerships across the various parts of the supply chain ● Hands-on problem-solver with strong analytical abilities
● Ability to work both persuasively and diplomatically in a team-based environment with a high degree of complexity and ambiguity
● Experience in one or more of the following fields: marketing, advocacy, product delivery, behavior-change approaches, economics, farm extension, seeds systems, plant breeding, nutrition and health.
● Familiarity with Pakistan’s agriculture and nutrition landscape is essential.
