Position Objective: Support in execution of ACF MEAL framework, development MEAL and IM Plan, while ensuring abidance to the ACF policies and guidelines for emergency response

Relevant Experience: Bachelor’s degree in computer sciences, information systems, public health, social science or a related field with 6 years of overall and 4 years of relevant experience with an international NGO or related work in monitoring and evaluation in the development sector; Or Master's degree in a relevant field with 05 years of overall experience and 03 years in the relevant field in the nutrition/development sector. Good Knowledge of MS Office complete suit and SPSS.

Job Description: 

Mission 1 : Execution  of MEAL mission strategy at Provincial level.

The MEAL Officer is responsible for:

  • Support in development of MEAL plan for ACF projects;
  • Ensure that reporting tools are in practice according to MEAL plan;
  • Ensure FCRM SoPs are in practice at project level;
  • Responsible for project evaluation; PDMs, baseline, end line, Pre/post KAP;
  • Support in carrying out need assessments.

 Mission 2 : Development of Information Management System

The MEAL Officer responsible for:

  • Designing and putting in place Information systems which conform to gather data according to MEAL plan;
  • To ensure that the data is being gathered, transformed and stored in qualitative manner in system/database;
  • To track program/project KPIs;
  • Ensure that program data quality.

 Mission 3 : To support the process of learning through events ;

The MEAL Officer responsible for:

  • To support and participate in lesson learnt/best practices workshops to gage learnings/best practices that can be capatalized for future programming;
  • To conduct capacity building events with regards to MEAL plans, FCRM for both ACF staff and partners;

 Mission 4 : To support in providing day to day oversigt of MEAL activities ;

The MEAL Officer responsible for:

  • To carry out MEAL monitoring visits to provide support MEAL officer, partners to track project performance, process and progress;
  • Coordinate with field teams to get and compile MEAL monthly findings, reports;
  • To support field teams in mainstreaming FRCM SoPs with projects;
  • To ensure through data analysis that inclusion is adhered to in all project activities executed;

 

Mission  5-: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The MEAL Officer responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Mission 6 : To ensure inclusion across programming and within/by the team

The MEAL Officer responsible for:

  • Support mission level qualification of gender marker indicators;
  • Encourage inclusion within recruitment, training and promotion;
  • Ensure inclusion within programme planning, implementation and reporting;
