Call for Application - Programme Assistant (IM - M&E)
Under the overall supervision of the Chief of Mission (CoM), the Senior Programme Coordinator (Emergency and Post-Crisis (EPC) and the Programme Manager (Community Resilience, Livelihoods and Recovery), and under the direct supervision of Area Based Coordinator, the successful candidate will help coordinate and contribute to the implementation IM and M&E activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.
Responsibilities and Accountabilities:
1) Daily collect and entry of quality and accurate data into various databases on the Information Management System (IMS), related to the implementation of all program activities under the Unit portfolio.
2) Assist in collecting qualitative and quantitative data on quality of program implementation, beneficiary’s experiences and feedback, including any complaints, and inform on the complaint mechanisms and referral pathways.
3) Assist the relevant team members when organizing field visits and assessments as required to maintain high-quality data collection on achieved progress vs programmatic targets.
4) In coordination with field staff, follow-up compliance of the monitoring plans (such as pre and posttests, evaluation sheets filled, participation lists filled, post activity satisfaction surveys conducted, etc).
5) Regularly update the relevant team members on operational progress and highlight any areas of concern that require a team response.
6) Support relevant teams in generating progress report and extract information from the Information Management System (IMS) for reporting and other program management purposes.
7) Actively and regularly conduct information verification post data entry, and data validation and follow up with the relevant team members to ensure all the beneficiary services are uploaded, processed and are up to date.
8) In coordination with the livelihood field staff and the ABC coordinator, conduct quality control on the Livelihood, health and protection activities data, and monitor that all information is properly uploaded into the Information Management System (IMS)
9) Conduct information verification and post data entry procedures to keep consistency of information and provide regular reports on data quality
10) Perform appropriate reporting of sensitive data, based on “Do No Harm” principles and protection SoPs.
11) Participate in monitoring training and capacity building opportunities as coordinated by the M&E Officer.
12) Perform such other duties as maybe required by the supervisor(s).
Required Qualifications and Experience:
EDUCATION
• Bachelors degree in in Information Technology, Computer Science or a related field from an accredited academic institution, with three (03) years of relevant professional experience, or,
• High School Diploma with at least five (5) years of relevant professional experience
• Master’s degree in related areas will be an advantage.
EXPERIENCE
• Experience in data collection, database merging, data processing (incl. cleaning) data analysis for research, policy and report writing.
• Well-versed with computer programs, including MS Office suite
• Advanced English writing and communication skills
• Knowledge of one or more data analysis and visualization software (e.g. PowerBI, GIS ARC, Stata, SPSS, R, Tableau)
• Experience in survey and questionnaire design and probabilistic sampling is an advantage;
• Database development and management skills an advantage;
SKILLS
• Excellent writing, communication, and negotiation skills;
• Strong organizational and time management skills, and ability to deliver under tight timelines;
• Analysis and synthesis capacity in the elaboration of reports and systematization of evidence.
• Knowledge of monitoring and evaluation tools and methodologies;
• Understanding of results-based management and reporting, mainstreaming gender and other cross-cutting issues in reports;
• Proficient in information technology Microsoft Word, PowerPoint, Excel, web browsers, use of database applications.
Languages
REQUIRED
For all applicants, fluency in English and Urdu is required (oral and written).
DESIRABLE
Working knowledge of provincial languages is an advantage.
