Call for Application - Programme Assistant (CRLR)
Under the overall supervision of the Chief of Mission (CoM), the Senior Programme Coordinator (Emergency and Post-Crisis (EPC), and the Programme Manager (Community Resilience, Livelihoods and Recovery), and under the direct supervision of Area Based Coordinator, the successful candidate will help coordinate and contribute to the implementation of Community Resilience, Livelihood and Recovery (CRLR) activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.
Responsibilities and Accountabilities
1) Support the implementation of all activities under Community Resilience, Livelihood and Recovery (CRLR) portfolio as guided by the Programme Manager, technical team and area based coordinator, and in line with provided technical tools.
2) Participate in livelihood assessments including labour market assessments and supply chain mapping, under the guidance of the Programme Manager, technical team and area based coordinator.
3) Assist in the mapping of local service providers for Vocational Training, On-Job-Training, Job Placement, and Farming Training as required.
4) Assist to identify and coordinate with potential private companies for the implementation of job placements, and On-Job-Training, etc.
5) Follow up and monitor the performance of IPs when applicable, to maintain consistency and timely implementation of activities.
6) Support the beneficiary selection process by conducting interviews, carrying out surveys, and filling beneficiary profile applications using toolkits provided by the technical team.
7) Support IOM selected individuals by facilitating orientation meetings and business training sessions as necessary and support them in the formulation of their business plans.
8) Support the Cash-based interventions process, and assist to coordinate with beneficiaries and financial service provider(s) to ensure efficient, accountable, and timely cash distribution
9) Support the area based coordinator, whenever needed, in coordinating with the relevant stakeholders and community leaders to implement IOM’s Community Resilience, Livelihood and Recovery (CRLR) activities.
10) Support the Livelihood officer in establishing and maintaining community coordination mechanisms through identifying key community leaders and other relevant stakeholders such as national NGOs, women and youth committees.
11) Support the implementation of community resilience activities including community engagement and social cohesion events, community awareness sessions and community mobilization activities
12) Maintain up-to-date tracking and accurate data of the beneficiaries. Coordinate with field staff and the Information Management (IM) team to maintain up-to-date and accurate beneficiary data in CRLR IMS Portal.
13) Support M&E activities through conducting monitoring visits to beneficiaries as guided by the M&E officer.
14) Perform such other duties as may be assigned by supervisor.
Required Qualifications and Experience
EDUCATION
- Bachelor’s degree in Social Sciences, Environment and Sustainability, Communication, Economics or related fields from an accredited academic institution with three (03) years of relevant professional experience, or,
- High School Diploma with at least five (5) years of professional experience
- Master’s degree in the above fields will be an advantage.
EXPERIENCE
- Experience in training and facilitating workshops on livelihoods and social cohesion related topics.
- Experience in participatory action planning, community-based project implementation, and community engagement.
- Relevant experience in managing community response projects (livelihoods, social rehabilitation, community development, employment generation, youth entrepreneurship);
- Previous experience working on peacebuilding/social cohesion in the area will be considered an advantage.
- Experience in liaising with government authorities, other national/international institutions and NGOs, and building effective partnerships with private sector.
- Familiarity with UN system is an advantage.

- Creates a respectful office environment free of harassment, retaliation, and promotes the prevention of sexual exploitation and abuse (PSEA).
- Proficient in information technology Microsoft Word, PowerPoint, Excel, web browsers, use of database applications.
Languages
REQUIRED
For all applicants, fluency in English, Urdu and one of the following (Pashtu / Dari) is required (oral and written).
DESIRABLE
Working knowledge of provincial languages is an advantage.
