Introduction
Secours Islamique France (SIF) is a non-governmental international solidarity organization based in France. Established in 1991, SIF is a non-profit and non-political organization dedicated to assisting, relieving, and protecting the lives of those affected by natural disasters, displacement, and poverty. Operating in more than 20 countries worldwide, SIF delivers emergency aid, recovery, and development projects, respecting cultural diversity without any distinction of origin, religion, or gender. Over the past two decades, SIF has been committed to supporting vulnerable populations globally.
Objective
The objective of this consultancy is to develop a detailed and actionable Union Council Disaster Risk Management Plan that identifies risks, vulnerabilities, and mitigation strategies while ensuring alignment with national and local government DRM policies.
Scope of Work
The consultant will be responsible for:
- Conducting a situational analysis of disaster risks and vulnerabilities within the targeted UCs.
- Engaging stakeholders, including local government, community members, and disaster response agencies, in a participatory planning process.
- Mapping hazard-prone areas and assessing community vulnerabilities and capacities.
- Developing risk reduction strategies, preparedness plans, early warning mechanisms, and emergency response protocols.
- Ensuring integration of gender, inclusion, and climate resilience in the plan.
- Aligning the DRM Plan with national disaster management frameworks and policies.
- Conducting validation workshops and finalizing the plan based on stakeholder feedback.
Expected Outcomes:
- Inception report outlining the methodology, work plan, and timeline.
- Increased community resilience and readiness to respond to disasters at their earliest.
- A well-documented and accessible UC BDRM Plan in Sindhi Language for each cluster.
- Strengthened collaboration between the community, civil society organizations, government line departments, and humanitarian organizations.
- Presentation of the draft plan to key stakeholders.
- Enhanced local capacity to mitigate disaster risks and reduce loss of life and property.
Deliverables
- Training material (presentations, guides, templates) on UC Disaster Risk Management plan with inclusive approach.
- 02 UC Disaster Rick Management Plan (01 for each UC) in Sindhi Language.
- Incorporate the priorities, gaps, and recommendations into the Taluka or District Administration's contingency plan.
Qualifications and Experience
The consultant must possess the following qualifications:
- Master’s degree in Social Sciences, Disaster Risk Management or Environmental Science.
- Prior experience in developing Cluster/UC Disaster Preparedness Plans or Community-Based Disaster Risk Management (CBDRM) frameworks.
- At least 5-7 years of experience in disaster risk management, emergency response, or resilience-building projects.
- Strong understanding of hazard assessment, risk analysis, early warning systems, and disaster response strategies.
- Familiarity with national and international DRR frameworks, including the Sendai Framework for Disaster Risk Reduction and government policies.
- Knowledge of participatory rural appraisal (PRA) methods and community mobilization techniques.
- Expertise in climate change adaptation (CCA) and resilience-building strategies.
- Proficiency in GIS mapping and risk assessment tools is an advantage.
Payment Terms
Payment will be made in three installments with
First: 25% after the submission of Technical and Financial Proposal.
Second: 25% will be made during the Trainings.
Third: 50% payment will be made upon completion of the assignment and submission of the agreed deliverables to SIF.
The final completion report will be submitted by the Consultant upon satisfactory completion of the work.
