Position Overview

The Manager Administration & Procurement (Head of Department) will lead, manage, and oversee all functions of Administration and Procurement at LAS. The role requires a strategic leader who ensures organizational efficiency, compliance, cost-effectiveness, and smooth operational support across all units. In addition, the incumbent will be responsible for the implementation, management, and continuous upgradation of the Enterprise Resource Planning (ERP) system, ensuring streamlined integration of administrative and procurement functions within the system.


Key Responsibilities

Administration

  • Provide leadership and direction for all administrative operations across LAS offices and projects.

  • Ensure effective facilities management, office management, security, fleet management, travel logistics, and other administrative support functions.

  • Develop and implement administrative policies, procedures, and SOPs aligned with organizational goals and compliance requirements.

  • Manage vendor contracts, lease agreements, and service-level agreements to ensure best value and compliance.

  • Supervise administrative staff and build capacity for efficient and responsive service delivery.

Procurement

  • Lead the procurement function ensuring transparency, accountability, and value-for-money principles.

  • Develop and enforce procurement policies, procedures, and compliance frameworks in line with donor regulations, organizational policies, and local laws.

  • Oversee the procurement planning process, tendering, bid evaluation, vendor selection, contract negotiations, and vendor performance monitoring.

  • Ensure cost efficiency, timeliness, and quality in procurement of goods and services.

  • Build and maintain a robust vendor database and strategic supplier partnerships.

ERP System (Implementation & Upgradation)

  • Lead the implementation, customization, and upgradation of the ERP system to integrate administration, procurement, and other business functions.

  • Coordinate with ERP vendors/consultants, IT teams, and internal stakeholders to ensure system functionality, compliance, and ease of use.

  • Train and guide relevant staff on ERP utilization to optimize efficiency and reporting.

  • Ensure continuous system improvements and upgrades in line with evolving organizational needs.


Key Deliverables

  • Fully functional and efficient Administration and Procurement framework.

  • Transparent and compliant procurement practices.

  • Successful implementation and operationalization of ERP modules related to Administration and Procurement.

  • Streamlined reporting and data-driven decision-making enabled by ERP.


Required Qualifications & Experience

  • Master’s degree in Business Administration, Supply Chain Management, Management Sciences, or related field.

  • Minimum 4 to 5 years of progressive experience in Administration and Procurement, with at least 3–5 years in a senior management or head-of-department role.

  • Proven experience in procurement management, vendor negotiations, and compliance (experience with donor-funded projects preferred).

  • Hands-on experience in ERP implementation/management.

  • Strong leadership, people management, and communication skills.

  • Demonstrated ability to establish systems, processes, and SOPs.

  • High level of integrity, accountability, and organizational commitment.
