Position Objective: Responsible for the effective implementation, coordination, and monitoring of livelihood, vocational training (TVET), and market-based interventions within the project areas. The position aims to enhance economic resilience and self-reliance among vulnerable populations by facilitating skills development, employment linkages, and income-generating opportunities. The officer will ensure community engagement, capacity building, and market assessments to align livelihood interventions with local demand, fostering sustainable economic inclusion and improved living standards.

Relevant Experience: Master's Degree in relevant field Minimum 04 years of overall experience and 02 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 05 years overall experience with 03 years in relevant field in development sector (Experience in TVET, livelihood, agricultures, food security and MPCA modalities)

Job Description:

Mission 1: To ensure the efficient and timely implementation and follow-up of FSL activities at the project sites

 The FSL Officer responsible for:

  • Facilitate community mobilization, meetings, and training sessions for community-led TVET and livelihood activities in collaboration with the Community Mobilization team.
  • Work with community committees to identify and select the most vulnerable and eligible populations, ensuring accountability, fairness, and transparency in implementation.
  • Engage with community structures to follow up on the implementation of TVET and livelihood interventions, ensuring sustainability.
  • Identify the inputs necessary to implement livelihood-related activities, including vocational training materials and market linkages, with the support of community mobilizers.
  • Participate in the planning and execution of market assessments to inform livelihood interventions and skill development programs.
  • Support capacity-building interventions for communities by identifying training needs, defining training subjects, and implementing skills-based training in collaboration with the Community Mobilization team.
  • Implement field activities related to TVET, income-generating opportunities, and employment linkages in close collaboration with other project stakeholders.
  • Collect and analyze relevant data to track the effectiveness of livelihood and market-based interventions, ensuring continuous learning and adaptation.
  • Monitor the local labour market trends, skills demand, and job placement opportunities for program beneficiaries.
  • Maintain accurate records of technical implementation in both electronic and hard copy formats, if required.
  • Facilitate project evaluations and participate in assessments.

Mission 2: To organize and provide support to communities and beneficiaries as per project objectives and strategies

The FSL Officer responsible for

  • Conduct training and education for beneficiaries on vocational skills, entrepreneurship, and business development in alignment with project goals.
  • Facilitate the provision of technical guidance for livelihood and skills-based activities, including apprenticeship programs and small business support.
  • Organize and implement distributions of business start-up kits, vocational training materials, and financial support (cash grants, stipends, etc.) in coordination with relevant stakeholders.
  • Collaborate with stakeholders to ensure coherence in different program activities, particularly linking TVET graduates with local markets and employers.
  • Participate in team debriefings and strategy meetings with the Field teams and SPM.
  • Actively engage in initial training sessions and ongoing program debriefings.
  • Strengthen relationships between communities and vocational training institutes, private sector actors, and job placement agencies to enhance livelihood opportunities.

 Mission 3: To support the process of learning through events ;

The Project Officer responsible for:

  • Produce project activity reports from the area of operation as per the reporting schedule or when needed.
  • Report any contextual changes affecting TVET, livelihoods, or market linkages to enable timely program adjustments.
  • Collect and report new security information, incidents, or contextual changes to the Field Supervisor.
  • Adhere to the security guidelines outlined in the Security Plan.

 Mission 4: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The FSL  Officer responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Mission 5 : To ensure inclusion across programming and within/by the team

The FSL Officer responsible for:

  • Support mission level qualification of gender marker indicators;
  • Encourage inclusion within recruitment, training and promotion;
  • Ensure inclusion within programme planning, implementation and reporting;
